Campbell of Arizona, to day delivered to Alvrado Obregon on his inauguration as president of Mexico, an executive proclamation of friendship and good will from the chief executive of this state and the people thereof to the new chief ex ecutive and people or Mexico. Delivery of the proclamation was made for Gocernor Campbell by his personal representative at the Inau guration, Col. William A. Thompson of Phoenix, Arizona, who traveled to the Mexican capital city on the "Obregon Home Folks Inaugural Special," arranged by the chambers of commerce of Nogales, Ariz., and Nogales, Sonora, the home of Obre gon. ROSEBURG, OREGON Giant Sea Wall Nears Completion GALVESTON. Texas. Dec. 1 The east end extension to Galveston's Great sea wall will be completed by August 1, 1923, according to Major L. M. Adams, U. S. A. engineer, who is in charge of the work. To date it, 110 feet have been constructed, while about 1,200 feet remain yet to be built. Tho project is being built at the expense of the government. CompaTttive figures for original wall, and the extension now under the course of construction, show that post-war conditions have laid an tl most prohibitive hand upon great engineering projects. To complete the east end ex tension, the rivers and harbors com mittee at Washington has been ask ed to appropriate $1,600,001). The original sea wall approximately 6 miles in length built after the dis astrous storm of 1900, In which thousands of persons lost their lives and millions of dollars worth of property destroyed, cost only $2, 090.000. The government extension, as is also Is the wall completed In 1.04, Is 17 feet above the mean low tide and roughly 1.5 feet above the high water mark of the 1900 storm. It Is five feet at Its crest, with a bpse of IS feet, sloping toward the gulf.
