the fourth Annual Hed Cross Koll
Call, November 11 to iiath:
To the l' ople of Oregon:
Tho Fourth Annual Red Cross Koll
Call has been set lor the period from
November llth to 2Mb, and I he
speak your hearty assistance In this
movement.
This Koll Call is not a drive nor a
campaign, as I understand it. It Is
merely a re-enlist meat of members
for service, and the financial obliga
tion iittacbed is but $1 yearly. What
the Ked Cross accomplished In the
rre;it war Is so vivid In tho minds
cf everyone that no doubt tlioiv will
a Bpoutaueous re-enlistment In
vibmship throughout the state,
mid I feel that many who have fail
eh to Join In the oast will become
tubers of this splendid organiza
tion. J understand the obligations of
the organization are heavy and that
while peace ba returned, neverthe
less the American Ked Cross is con

Must Avoid Paternalism.
"The social Justice that I conceive H
not paternalism. It would be easy to
make It su, aud dangerous Indeed to
the best spirit that Americans inn
have the spirit of expressing hy the
Individual free will one's own merits,
capacity aud worth. We do not want
iruvcriiliicut lo suppress that expres
sion of free will, even by benevolence,
hut we do mean to preserve in Ainci-I-
an equal opportunity and a pre
paredness for eif-c7tpression therein,
even though we use tlHi government
to do It.
"I believe that there Is no step more
practical, no step which will tueun
more to the growth of America's so
cial welfare; uo step which will guar
antee better America's social Justice,
than one which I propose to you.
Dangers to Be Avoided.
I have no doubt that there will b
some who will find In this proposal
cause for calling me an extremist, hut
when we have n task to do, which lias
been dictated by our conscience and
approved by our wisdom, let us
straightway find the way to do It. I
do not say this without a word of
'autlon. 1 recognize certain dangers
which are always presented when gov-

Senator Harding pointed out the
necessity of going forward upon a
sure footing and declared:
"When uiiiking the proposal for a

America, I am aware that I have made

"We all know that we face tasks ot
social Justice, which we must under
take with dispatch and efficiency. Who
can suggest one of these tasks which
can supersede In our hearts, or In the
rank which foresight and wisdom will

ternity? "The protection of the motherhood
of America can not be accompli.hed
until the state and the nation have en
acted and, by their example, have n
