In thU era of intensive road con struction there is no county office of more importance to the taxpayers or uouRias county than that of the County Surveyor. Hundreds of thous ands of dollars of tax money will be expended tn road work In Douglas county within the next yeur or two ah a matter of economy, it behooves Die tax payers of the county to se cure the services of the very best engineer obtainable to supervise the road construction. It Is not only a matter of knowing what to do. but is more a matter of knowing what not to do. Millions of dollars have been wasted in road building, because of lack of knowledge of what not to do. In advocatiing the election of William K. Wright as county sur veyor, the committee offers a skilled engineer who knows not onlywhat to , lo, but as well knowg what not to do. 'His 15 years of experience in road engineering equips him with a prac tical knowledge In road building that cannot le gained by observation or study, and that Is not often poss-. essed by a county surveyor. Wright is a practical man. He must be a cap able and efficient engineer, or else he would not have held the position of resident engineer with the state highway commission. He has taken up his home in Koseburg, and his residence here gives the county a rare opportunity to secure the ser vices of an exceptionally capa-do man. His election would be a mat ter of saving many thousand dollars to HoMi'laa county. Cant. Wright secured his technic al training at the I'niversity of, Mon tana. When America entered the war lie volunteered his services, and went overseas as a private In the ISth en gineers, one of the first outfits to arrive in France to build the roads and railroads from French ports to the front, to make It possible to get men and supplies up to the firing line. Private Wright won his spurs In the field, and returned from the fields of France a Captain. His pro motion came in recognition of his ability and bravery. Douglas county would overlook an opportunity not to secure Capt. Wright's services as. county survey or. County AwKessor Roseburg Is often criticize for Its monopoly on county offices. In nom inating Carl K. Chapman, of Heeds port for county assessor, democrats had In mind not only Mr. Chapman's qualifications for the position hut as well made an attempt to give the prosperous communities down the Cmp iua an opportunity to vole for a candidate from home. Mr. Chapman would fill the office of an new nor ef ficiently. He Is known as n man of even judgment and fair in his deal ings. He would put these principles into effect In conducting tho office oi county assessor. Why not give the lower Lmpua residents one of the county offices? From both the standpoint of fitness nnd ability, as well as from a geographical situation Mr. Chapman is entitled to tho elec tion. County Clerk. The most important office In the county is the office of the county clerk. All of the financial transac tions and accounts finally center in that office. All of the numerous luims, bills, road pay rolls, etc.. pass through and are checked up ly this office, before being audited and allowed by the county court. Then all warrants are drawn upon the re spective funds and delivered to the persons entitled there to, and are charged to the proper accounts. In fact, the clerks office Is what is termed In banking parlance, the clearing house of the county. n addition to this the countv clerk is ex-offlclo clerk of tho cir cuit court, county court, probate court, juvenile court, registrar of land titles, by which all registered titles are kopt up to date, and other duties too numerous to mention, all which requires experience and effi ciency that taken time and a great deal of study to acquire. If you are a hanker, merchant, farmer, or engaged in any other line of business, would you dispense with the services of a trained and effi cient eployee, just simply to try someone else?
