But why should Roseburg people care for a substitute when they can get the real thing for the same price. It is now no longer necessary to substitute as we have plenty of Kdisons, the phono graph with a soul, and the only pho nograph that can stand the acid test of direct comparison with the human- voice. When the Resolute crossed the line just before the time limit expired tonight, Vnierica was again the winner of the international vacht races, and tho cup remains here despite the fact that Sir Thnmaa I.lpton'R Shamrock took the two first events apparently with ease. Todayti was the fiftb. and tlnal lace of the series. The start was held up two hours while the skippers awaited a wisp of a hneze. The yachts got under war nl 2:17:00, both being handicapped became of failure to cross the line within two minutes after the starting signal was sounded. Captain Burton manourered the challenger into the adrantageous position and took the lead which at one time was Increased to a quarter of a mile. Captain Adams, however, through skillful handling of his yacht, was able to take the lead from the Shamrock when about five mile from the first mark. Resolute was loading Shamrock br four minutes and eight seconds as she headed for the finishing line. This was the condition at the finish. Regulations For Waterpower Bill WASHINGTON". July 2i.-Re-u-" Jatloin for tho administration of the federal ftQt opeuinf up tns country a ast water power resources to pri vate development are now being drafted, A soon as they are corn Meted the water lower commission, Vomposed of the stcretarles of war, interior and agriculture, will hold t.earlngs uu them. The commission, of which Secre tary Baker has been appointed chair man by President Wilson, will hold Its first meeting Immediately upon Secretary Payne return from Alas ka about August 6. The bearings on tha regulations will be pushed1 as speedily as possible so that the water power legislation, wnicn nas been ten years In the making, can bo Tut into efect without undue delay. The tentative regulations are being drawn up by a special committee of the war. Interior and agricultural departments. It Is composed of Ma jor-General Crowder, representing the war department; O. C. Merrill, .water i power expert In the forestry service, who has been designed exe cutive secretary of the commission and H. A. Stabler, of the interior department. Members of the committee say tho legulatlons will be extensive and will probably be announced In aeries, with open hearings on each group before they are made final. Those relating to form and condition of ap pllcatlonvor surety permit or license will be the first announced. The most difficult problem involved in drawing up the regulations, mem hers of the committee say, is that of establishing a uniform system of ac counting for licensees as required by the act. Under, the water power bill tire commission is empowered to is 6u licenses for a period of not ex ceeding CO years. The licensees will pay to' the government reasonable annual charges In an amount to be fixed by the commission. Upon the expiration of any license the gov ernment, if two years' notice in writing has been given by the com mission, will have the right to take over and operate any water power development after payment of the net Investment of the 'licensee In project or projects taken, not to ex teed the fair value of the property plus such reasonable damages, if any to property of licensee as may be caused by the severance therefrom of property taken. - A FEW OF OUR SPECIAL BAR GAINS IN HOUSES. (Also Anthracnlse Spray) Apple growers should begin to ap ply the next codlin moth spray about August 1st. Use tho regular arsenate oif lead spray. 1 1-2 pounds to 50 gallons. No lime sulfur is nceoea. On account of the antnracnose De ing so serious in some sections of the Bounty, it will he necessary, In these places, to add Bordeaux 4-4-60 to the arsenate of lead. As the Bordeaux is to keep the anthracnose in check until the fruit Is harvested, it is necessary to apply thiB spray to all the limbs and bodies of the trees. . The Bordeaux may russet some of the tender skinned yellow vari eties such as the Grimes, or Ortley, or possibly Banana. Where there are many trees of tb-tsa varieties It would be well to omit the Bordeaux and handle the anthracnose by early fall spraying. 13. C. ARMSTRONG, County Fruit Inspector.
