The Increase of water and light ratea in Roseburg by the Public Ser vice commission, has created a con slderable excitement and some criti cism of the Commission in fixing a rate which many of the Inhabitants of the City regard aa entirely toe men; ana toe increased burden on the already over-taxed residents of the City, causes the people of the city to complain and with reason to do so; but the proposition to issue the bonds recently voted to construct a municipal light and water system by darning the North Umpnua river at whistler s Uend, and constructing a pipe line tfrom Winchester, taking the water from practically the same pont as the water is taken by the present system, does not appeal to the person who will give the matter due consideration. I The 1500,000 bonds voted will. If they can be sold at all, have to be sold at a discount, but the tax pay- era of this City will have to pay the annual Interest on the 1500,000 Just the same, and the Interest required will amount to more than, the added charge for water and light fixed by the Public Service CommTsslon. 8o thtt the owner of property In the City h'd better pay the additional charge made by the commission for water and light than pay his share of the annual interest on the 1500 000 bond issue, and besides, the hoTld Issue will be a debt to the city that wl'l In'erfere with th further lame d' bonds, and tt Is possible that some time In the not far distant fu ture a bond issue will be required for some purpose that Is a public nec essity, and It mav be difficult. The necessary supply of good, pure water cannot be furnish ed from Winchester for domestic use. Whether the water for fighting fire can be furnished under the propos ed system, which the city proposes to adopt is not yet known. If the city of Roseburg Is going to undertake to furnish the inhabi tants with a supply df water for do mestic use, as well as an adequate supply for fire fighting purposes. the water should be brought to tbe City from the North Umpqua river at or near Rock Creek by gravity. The first cost would be more than that proposed from Winchester, but the expense after the water Is brought to the city would be small, and In tbe long run, the expenses of a gravity system would be less than to pump water Into a reservoir at some point near Winchester, and convey It to the City In that way. but the most important point Is that by taking the water Ifrom the river at a point far enough up the river to set the supply above the settlement along the river, we would obtain a quality of water superior In every way, and that would remain so. If the Common Council Is deter mined to obtain the water from the river at Winchester, If It can be done under the power given the City, the better plan In my opinion and doubt less the cheaper plan, would be to buy out the company now operating the water works there, and furnish the water and lights from the pres ent system. It would be the same water thai is proposed to be furnish ed by the municipal system, and af ter while we can obtain water rrom some point up the river, that will be cool and free from the objections that will always attach to the water taker, from the North Umpqua river at Winchester. Community nurses are also giving dp time to the task. The were to be taken up la as follows: First, a preliminary meeting at which the women learn to pick out the good and bad points in a child a physical body, then a second meeting which will be a conference at which the county nurse and a doctor will examine the children and the home demonstrations agent will confer with the mother regarding the diet. Following the preliminary meet ings and conferences, these commun ities will take up a line of follow up work. The mothers who find that their children can be Improved, by diet will set about to bring their children up to standard by rupply ing tbe foods needed. A system of checking up these children every month is planned -by the home dem onstrations agent. Much good la expected to result from the efforts df the women in these communities and If more c m munltles would take a stop of this sort in the next few years, we would not have the condition of today of 5,000.000 under nourished children id the United States.
