OKHOst, TOMWHSA. rClY M. . HARDiNS'S SPEECH Of ACCEPTANCE IS A NEWKEYNOTE Republican Nominee at Noti fication Ceremonies Dis cusses Problems Con fronting Nation. 'HOLD HERITAGE AMERICA! NATIONALITY UNIMPAIRED" Advocate Party Rponlblllty a Distinguished from Dictatorial and Autoertle Personal Rule In Re tarring to Lagu of Nation, Say W do Not Maan to Shun a Slngl Responsibility of Thla Republlo to World Civilization Favor ProUc tiv Tariff, Merchant Marina, a Small Army, Woman 8uffrag and National Budget. Marlon, Ohio. (Special) Warren 0 Harding waa officially notified here of til nomination aa the Republican candidate for the Presidency. His ipeech of acceptance la, la part, aa follows: Chairman Lodge, member of Noti fication Committee, members of Na tional Committee, Ladles and Gentle men: The message which you have formally conveyed bringa to me a realtiatlon of responsibility which Is got underestimated. It Is a supreme uuk to Interpret the covenant of a nolltlcal party, the activities of which are so woven Into the history of this republic, and a very aacred and solemn undertaking to utter the faith and aspirations of the many millions who adhere to that party. The party nitfnrm has charted the way, yet. somehow, we have come to expect that interpretation which voices the faith of nominees who must assume specifio tasks. Believes In Party Government. Let me be understood clearly from the very beginning. I believe In party sponsorship in government. I believe in party government aa distinguished from personal government. Individual, dictatorial, autocratic or what not. No man Is big enough to run thla areat republic. There never has been one. Such domination was never In tended. Tranquility, stability, depend ability all are assured In party spon sorship, and we mean to renew the assurances which were rended in the cataclysms! war. Our first committal Is the restora- tkn of representative popular govern' ment, under the Constitution, through the agency of the Republican party. Our vision Includes more than a chief executive, we believe in a cabinet of Ugliest capacity, equal to the roapon Ibllltles which our system contenv pistes, in whose councils the vice pres ident, second official of the republlo, shall be asked to participate. The same vision includes a cordial under standing and co-ordinated activities with a house of congress, fresh from the people, voicing the conviction which members bring from direct con tact with the electorate, and cordial co-operation along with' the restored functions of Senate, fit to be the great est deliberative body of the world, Republican Senator Conscious of Oath It is not difficult. Chairman Lodge, to make ourselves clear on the ques tion of international relationship. W Republicans of the Senate, conscious of our solemn oaths and mindful of our constitutional obligations, when we saw the structure of a world super government taking visionary form. Joined In a becoming warning of our devotion to this republlo. It the torch of constitutionalism had not been dimmed, the delayed peace of the world and the tragedy of disappoint, ment and Europe's misunderstanding of America easily might have been avoided. The Republican of the Sen ate halted the barter of Independent American eminence and influence, which It was proposed to exchange for an obscure and unequal place In the merged government of the world. Our Party means to hold the heritage of American nationality unimpaired and unsurrendered. The world will not misconstrue. Wi do not mean to hold aloof. We do not mean to shun a single responsibility X Ibis republlo to world civilisation. There is no hate In the American heart We have no envy, no suspicion, no aversion for any people In th orld. We hold to cor right and mean to defend, aye, we mean to us tain the rights of thla nation and our titliens alike, everywhere under the s i ct tiiere is the concora amity and sympathy and fraternity In every resolution. Ttiere Is a genu lo aspiration' in every American breast for a tranquil friendship with il the world. One mnj readily sense the consci ence of our America, I am sure I un derstand the purpose of the dominant svo'jp of the Senate. We were not seeking to defeat a world aspiration, e were resolved to safeguard Amert- W were resolved then, even aa are today and will be tomorrow, to preserve this free said independent "Public. In the call of th conscience of, America la hmm ' luwa that olnana toe gaping wound of world war, and anences the Impassioned voice of In ternational anvr and n".atxus.t. Head' lag this call and knowing a I do th 'Position of the congress, I premiss us lormal and effective peae M inlckly as a RapubUoam ongraaa oaa pass Its deolerattcB for Reeublleao executive to sigh. It 1 better to be the tree and dlstn. frosted agnt of International justice and advancing civilisation with the covenant of conscience, than be shack led by a written compact which sur render our freedom of action and gives to military alliance the right .o proclaim America' duty to the world. No surrender of rights to n woild council or Its military alliance, no assumed mandatory, however ap- leanng, ever anaii summon the sons f this republic to war. Their supreme jaorifice shall only be aaked for Amer ica and its call of honor. There is a sanctity In that right we will nut dele Sato. Deposed aa we are. the way is very impla. Let the failure attending as sumption, ' obstinacy, impracticability and deluy be. recognised and let us find the big, practical, unselfish way o do our part, neither covetcus be cause of ambition nor hesitant through ear, but ready to serve ourselves, hu manity and Uod. With a Senate advis ing aa the Constitution contemplates, I would hopefully approach the nations of Europe and of the earth, proposing that understanding which makes us willing participant In the consecra tion of nationa to a new relationship to commit the moral force of the world, America included, to peace and international Justice, still leaving America tree. Independent and self reliant, but offering friendship to all the world.- Humanity I Restive. It Is folly to close our eyes to out standing tact. Humanity Is restive. much of the world Is In revolution, the lgenta of discord and destruction have wrought their tragedy In pathetic Rus sia, havo lighted their torches among jther peoples, aed hope to see America is a part of the great red conflagra- ion. Ours Is the temple of liberty indor the law, and It Is ours to call he sons of opportunity to its defense. America must not only save herself, but ours must be the appealing voice to sober the world. It must be understood that toll alone makes for accomplishment and ad vancement, and righteous possosslon is the reward of toil, and its incentive. There Is no progress except in tne stimulus of competition. The chief trouble today Is that the world war wrought the destructlcn of healthy competition, left our store houses empty and there Is a minimum nroductlon when our need Is maximum, Maximums, not mlnlmums. is me can of America, It Isn't a new story, oe cause war never falls to leave depleted storehouses and always Impairs tne nfflriencv of production. War also es tablishes Its higher standards for wages, and they abide. I wish tne hleher waee to abide, on one explicit condition that the wage earner will give full return for the wages received, Greater Production Necessary, I want, somehow, to appeal to the sons and daughters of the republic, to avbtv nroducer. to loin hand and Drain In production, more production, honest production, patriotic production, be cause patriotic production Is no less a defense of our best civilisation, than that of armed force. Profiteering is a crime of commission, under-production Is a crime .of omission. We must work our most and best, else the destructive reaction will come. The menacing tendency of the pres ent day is not chargeable wholly to the unsettled and fevered conditions caus ed by the war. The manifest weak ness in popular government lies In the temptation to appeal to grouped clti senship for political advantage. It would be the blindness of folly to Ignore the activities In our own country which are aimed to destroy our economio system, and to commit us to the colossal tragedy which has destroyed all freedom and made Rus sia impotent. Thl movement Is not to be haltod In throttled liberties. We . ot ehridsn the freedom of speech, ttie freedom of press, or the freedom of assembly, because there is nn nromlse In repression. These lib erties are as sacred as the freedom of religious belief, aa Inviolable as th rights of life and the pursuit of happi ness. We do hold to th right to crush oHition. to stifle a menacing contempt for law, to stamp out peril to the safety of the republic or its people, when emergency calls, because secur k. .mi the majesty of the law are the .unntlals of liberty. He who threatens destruction of the govern- ment by force or flaunts, 51A contempt 5S? fVi sWARRENjVP for lawful authority, ceases 10 w . rt becom, American In heart loyal cltisen and forfeit his right to nd the freedom of the republic, j (,ei.v, t holding fast to every for. Anv American has the right to quit his employment, so has every American the right to sees employment. The group must not endanger th Individual, and we must discourage groups preying upon one anorjher and none shall be allowed to forget that th government's obliga tions are alike to all the peoDle. we are ao confident that much of the present day insufficiency and In efficiency of transportation are due to the withering band of government op eration that we emphasise anew our opposition to government ownership. we want to expedite the reparation and make sure the mistake la not re pealed. A state of lnsdequate transportation facilities, mainly chargeable to the failure of governmental experiment, is losing millions to agriculture. It Is hin dering industry, it Is menacing the American people with a fuel shortage tittle lens than a peril. It emphasizes the present day problem and suggests that spirit of encouragement and as sistance which commits all America to relieve such an emergency. Grcas expansion of currency and credit have depreciated the dollar Just is expansion and inflation have dis credited the coins pt the world. We Inflated in ha He, we must deflate In deliberation. We debased the doilar in reckless finance, we must restore In honesty. Will Prevent Unreasonable- Profits. In all sincerity we promise the pre vention of unreasonable profits, we challenge profiteering with all the moral force and the legal powers of government and people, but It la fair. lye. It Is timely, to give reminder that 'aw Is net the sole corrective of our sconomlo Ills. Let us call to all the people for thrift and economy, for denial and sac rifice If need be, for a nation-wide lrive against extravagance and luxury, o a recommittal to simplicity of liv- ng. to that pmdent and normal plan of life which Is the heailh of the re public. New conditions, which attend amaz ing growth, and extraordinary Indus trial development, call for a new and forward looking program. The Ameri can farmer had a hundred and twenty millions to ffffed In the home market, and heard the cry of the world for food and answered It, though be faced an appalling task amid handicaps nev er encountered before. Contemplating the defenselessness of the individual farmer to meet the or ganised buyers of his products and the listrlbutors of the things the farmer buys, I hold that farmers should not only be permitted but encouraged to loin in cooperative association to reap the Just measure of reward merited by their arduous toll. Aid to Farmer Pledged. Our platform U an earnest pledge of renewed concern for this' most es sential hud elemental industry und in both appreciation and interest we pledge effective expression In law and practice. We will hall that coopera tion which again will make profitable and desirable the cwnorshtp and op eration of comparatively small farms Intensively cultivated, and Which will facilitate the caring for the products of farm and orohard without the la mentable waste undor present condi tions. America would look with anxiety on the discouragement of farming activity either through the governments neg lect or its paralysis of socialistic prac tices. A Republican administration will be committed to renewed regard for agriculture and seek the partici pation of farmers in curing the Ills Justly complained of, and aim to place the American farm where It ought to be highly ranked in American activ ities' and fully sharing the highest good fortunes of American life. Becomingly associated with this sub ject are the policies of Irrigation and reclamation, so essential to agricul tural expansion, and the continued de velopment of the great and wonderful West. It Is cur purpose to continue and enlarge federal aid and not In sec tional partiality, but for the good of all America. Budget System Favored, I believe the budget system will ef fect a necessary, helpful reformation, ind fovea! business methods to govern ment business. I believe federal d Dart-ments should he made more busi ness like and send back to productive effort thousands of federal employes, who are either duplicating work or not essential at all. I believe in the protective tariff pol icy and know we will be calling for Its saving Americanism again. I believe In a great merchant marine. I would have this republic the leading maritime nation of the wcrld. I be lieve In a navy ample to protect It and .'m'.o to assure -is 4'W -tof I believe In a small army, but the best In the world, with a mindfulness for preparedness which will avoid the un utterable cost of our previous neglect I believe In our eminence In trade abroad, which the government should aid In expanding, both in revealing marbkets and speeding cargoes. I be lieve In establishing standards for Im migration, which are concerned with the future cttlsensnip ot the republic-, not with ciere manpower In Industry. I believe the negro citizens ot Amer ica should be guaranteed Hie enjoy ment of all their rights, that they have earned the full measure of citizenship bestowed, that their sacrifices In blood on the battlefields cf the republlo have entitled thorn to nil ot freedom and opportunity, all of sympathy and aid that the American spirit of fairness and justice demands. I believe there is an easy and open path to righteous relationship with Mexico. It has seem ed to me that our undeveloped and uncertain and Infirm policy has made us a culpable party to the government al misfortunes In that land. Our re lations ought to be both friendly and sympathetic. We would like to ac claim a stable government there and offer a neighborly hand In pointing out the way to greater progress. I fco lieve In law enforcement. If electod I mean to be a constitutional president and It Is Impossible to Ignore the con stitution, unthinkable to evade the law, when our every commitol Is to orderly govornment. The four million defenders on land and sea were worthy of the boBt tradi tions of a people never warlike In pence and never pacifist In war. They commanded our pride, They havo our gratitude which must have genuine ex pression. It is not only a duty, It la a privilege to see that the sacrifices made shall be requltted and that those still suffering from casualties and dis abilities shall be abundantly aided and restored to the highest capabilities of citizenship and .its enjoyment American Womanhood Praised. j The womanhood of America, always I its glory, Its Inspiration and the potent uplifting force In Its social and spirit ual development. Is about to be en franchised. Insofar as congress can go the fact Is already accomplished. My party edict, by my recorded vote, by personal conviction, I am commit ted to this measure of Justice. It Is my earnest hope, my ulncere desire, that the one needed state vote be quickly recorded in the affirmation of the right of equal suffrage and that the vote of every citizen Bhalf be past and counted on the approaching elec tion. And to the great number of ncble women who havo opposed in. convic tion this tremendous change in the ancient relation of the sexes as ap plied to government I venture to plead that they will accept the full respon sibility of enlarged citizenship and give to the best in the republic their suffrage and Bupport. In regard to our Chadwlck street annex, we were forced to Ulna some place for the care of our patients when we were burned out of our present building. We had no place to take them except there and until our oullcllng could be repaired, we are thoroughly renovating and Improv ing our present building and as soon as the work is completed wo expect to abandon the annex. When we ro ocenpy our main building, we will be thoroughly equipped and will have a number of trained nurses. We do not need a regular physi cian for this is an open sanitarium and any patient has the right to em ploy any doctor they deBtre and our Institution is open to anyone who may care to come to us tor care and treatment. "Regarding the use of morphine we do riot advocate Its use and I am willing to wager the sum of l.oou that with the apparatus we use for stopping pain, that by our simple electrical treatment I can slop th worst case in quicker time than by using morphine.
