For Consideration of Taxpayers and Voters of Douglas County ORDINANCE No. 722 PROPOSED BY THE COUNCIL Shall the amendment of subdivisions 44, 45, 46, 47, 48 49 50 and 51 of section 33 of the charter of the City of Roseburg! to au thorize the acquisition of a water and light plant for said city, by original construction of an electric power plant at Whistler's Bend and by original construction, purchase or condemnation of the re mainder of said electric light plant and all of said water works, authorizing the issuance and sale of bonds of the city in a sum not to exceed $500,000.00, bearing interest at 5 per cent per annum, to be sold at not less than par, providing for the levy of taxes to pay the interest thereon and to provide a sinking fund to pay principal thereof and authorizing the Council to provide for the manage ment, operation and maintenance of said system, as proposed by ordinance No. 722, be adopted? VOTE 501 NO It can be seen that Ordinance No. 722 calling for an additional debt of $500,000 on the city, specifically states that the new power house MUST be acquired by ORIG INAL CONSTRUCTION and must be BUILT AT WHISTLERS BEND. WHY? This forever precludes any possible chance of ever trading for or buying any part of the pres ent light and water system. If you are determined to acquire a muni cipal plant, why not take advantage ot the offer that has repeatedly been made you and that is, you appoint an engineer, the company ap point one and these two select a third and we will sell you our plant for the figure agreed upon by these three disinterested parties. The principal complaint has been regarding the water. How is the spending of $500,000 for a duplication ot the electric plant going to increase the water supply? Dead and Buried Municipally Owned Lighting Plants Following is a list of municipally owned lighting plants which are dead and buried. They have gone out ot business as losing propositions and the taxpayers, the small home owners and the renter, as well as the wealthy merchant have had to pay for the losses. Frequently the tax burdens have lasted for years after the abandonment of the plants. No figures are necessary. The tact of aband onment speaks for itself..
