An cononilst attached to the fed eral trade commission, afier looking into the shoe business, tells the sen ate manufactures committee that part df the price evil could be rem edied by tumpliii! on every pair or shoes the price the retailer p. d for theiu." People would refuse to :ay the high prices demanded, he ex plnlna. when Ibey were able to nee for themselves what the profits were. It might Indeed be an ex cellent thliiK. In the shoe business and In any other business where dealera may appear to bo tuklng a.i unfair profit. Two Ideas, however, surges! themselves. Flntt, It would not be fair to put the retail dealers on record In ihht pitiless fashion unless eveiy other group In their Industry were put on record likewise. If shoes, for ex ample, bear the record of what the retutler paid for them, thoy should show also what the Jobber paid, so that his pnillt can be figured. They should show, too, what profit the manufacturer made on them. And should the record not no back of that, into the realm of raw mater ial, and reveal the tanner's profit and the profit of the packer who sold the hide to the tanner? So with every commodity. There should lie no discrimination. If the retail er la profiteering he is not the only one; he merely gels most of the blame because be Is nearest to the consumer out of whom all the pro fits rteve to come. Second, any such plan would Im ply soino sort of standard itt legiti mate proflls. What Is a fair per centage of profit for a retailer, In any particular line of trade? What is a fair profit for the Jobber or wholesaler? For the manufacturer? There seems to be no generally ac cepted criterion at present. The only recoKnlritble rule npplfed in practice soetus to be, "take all the traffic will heir." And because nearly everybody concerned Keels satisfied that the traffic will bear more now than It ever (ltd before, proflls average higher than ever be fore, not only in the number of dol lars, but In proportion to overhead expense and the cost of the poods handled. It might be worth while to start such a system of cost price public ity. If only as a stimulus to eleiir. practical thinking. Instead of all this blind recrimination thai Is preval ent now. When we agree what pro fiteering Is. perhaps we can make rules to stop it. and enforce them. Following closely on tne heels of the decision of the supreme court stock dividends nre not Income and cannot be taxed as such, comes a ruling from the supreme court of the district of t'oluiuhta thai moves another nlnt..rle against which legitimate .business has t Contend. A coal compnny In Kentucky refus ed to comply, nnd the commission tried to collect a penalty of 1100 per day for every day of failure to report. The district court declared that the powers sought tv the com mission were "vast and unprece dent" and beyond the authority of Congress to convey even If It should seek to do so. It Is understood the court proceedlnrs Is the first of a series of friendly suits to establish whether the federal trade conimis wlon can compel private corporations to fumliih Information as to their business. federal control of the rallroadn. at fl 19.ou0.0o0. The department of Justice reports that about 1.2o0 profiteers have been arrested In the campaign ngatntU high prices, and "25 or 30"' have been sent to Jail. This Is the net result of all the scurrying and the fussing and promises of the antl- proliteerlng campaign. "A new spirit Is sweeping the , world" says a prominent clergyman.
