He plans to ask broad powers to protect American rights alter the adjournment of Congress. He believes he must take every pre caution to prevent (iermany from misundersfanding his acts. The cable said the Turkish Chamber of Deputies were anxious to slrengihen good re lations with neutrals. The Chamber unanimously adopted a vote of con fidence in the new cabinet. The Senate naval commitiee re ported favorably on the administra tion's naval bill. It carries a total of nearly half a billion dollars. NEW YORK, Feb. 21. The 13, 000 ton American line freighter Jlongolia sailed for London today. The American merchantman Algon quin followed closely. These are the first United States vessels to leave New York enroulc to London since the submarine warning was re ceived.
