Although numerous suggestions were offered with relation to how the roads of this vicinity should be const ruetud, the members of the Douglas County Taxpayers' League lato yesterday afternoon adopted a resolution recommending that the present road laws be retained and that the County Court should con tinue to have control of the county roads and bridges and authority to appoint road masters and supervis ors. Because of the recent action of the county judges and coinmisKioners while in session in Portland, with regard to recommending the abolish ment of the road supervisor system, County Judge Marsters was asked for his ideas on the subject and what system had been suggested to sup plant the present one. He said he believed the present system of road building to he insufficient, not from any intentional delinquency on the part of tho supervisors, but because of local conditions entering too much into tho employment of help. Contending that the recent agitation to increase the state tax on automobiles was un just and would not be sane- uoneu Dy me people or Ore gon, the members of the Douglas County Taxpayers' League late yesterday after- noon almost unanimously voted down the motion ad- 4 vaTiced by A. C. f Uartrum, local forestry super visor, moved to have the tax 4 increased to $1 a horsepower, j but his motion was amended J by Mr. Marsters, who said he 4 believed tho tax should be in 4 creased to not less than $1,50 4- a horsepower. County Com 4 mtssioner D. F. Nichols, Al 4 Henriksen and a number of 4 other prominent taxpayers 4 spoke in opposition to increas 4 Ing the automobile tax. They J claimed that the present tax is 4 sufficient and the proposed in- 4 crease was merely an attempt to shift tho burden of taxation 4 from the big Interests to the 4 owners of cars. Mr. Rartrum 4. and Mr. Marsters were the 4 only persons present at the 4. meeting who talked In favor of the increase. I APPROPRIATION fOR SURVEY LKTOX AND VICINITY. it was not lnrreiiont that a super visor would hire several members of his family to work on the roads and sometimes during the season of the year when the results were not for the best interests of tho county. Judjro Marsters said ho favored the contract system of mainlainlDK roads in each district. In common with (ho methods adopted by a num ber of the leading Eastern states. In the event such a Bystem was adopted the county Judge Bald he would re quire the lowest bidder in each dis trict to furnish the county with u bond sufficiently largo to guarantee that the work bo donfluccording to contract. Commissioner Nichols said he favored the division of tho county in to four districts, with a competent road builder In chargo of each. Uy adopting this Bystem, Commissioner Nichols said, tho supervisor districts would be held intact, although all new work would bo done unilir the direction of (lie men In charfc of the larger districts. The supervisors would be relieved of all new con tracts fur road building, ami could exert all their efforts to maintaining the highways alter they worn once built. The light to have the coast highway constructed out of Hosesburg was led by Hon. Dinger nermann, who Introduced a resolu tion asking that the State Highway commission, tho Legislative Assem bly of Oregon, and (he Douglas county court Join hands in promot- ng the latter project. The resolu tion was adopted by the unanimous vote of the taxpayers, and copies or tno same will be prepared and sent to the members of the highway com mission, me members of (he Legis- iture and other persons of influence throughout the state. Mr. Hermann snoke brieflv on the subject and called the attention of (he taxpayers to the injustice that was being done Douglas County by the people of Eugene and other Lane County towns. Mr. Hermann ex plained that Itoseburg Is the natural gateway to Coos Hay, and any effort to (I'.vert the traffic by wav ofEu gene should have the united oddob! tion of the people or this section of the state. A number of other tax payers coincided with Mr. Hermann ind it was the unanimous opinion of all present at the meeting that the tate highway, ir constructed, should hnvo i(s eas(ern terminus in Itoseburg. Much of It avoided the water level of the oquillc Kiver canyon, becauses of the cost of construction there along uid past over the hilly portions of tho route. That in the year 1913 or 1914, the County Court of Douglas, follow ing like action on the part of Coos County, ordered a survey, which be ing made followed mainly the for mer route, except that the water level in the Coquille canyon was fol lowed and so much of the said sur vey in Douglas County was approved by the County Court, while Coos County approved a similar survey of that county connecting with the other county. Hoth courts ordered the said respective roads opened and there is now a legal county road from Itoseburg to Coos Bay. But little or no work has been done on the said water level route in the said canyon, and for six months in the year the entire road from Camas Valley to tide water in Coos County remains impassable for teams and autos, there being but eight miles only for road work to the Coos Coun ty line and about five miles from there on in Coos County to improve roadway. And whereas, the State Highway Commission of Oregon directed a survey of said roadway from Hose burg to Coos Hay by State Highway Engineer H. L. Howlby, which being done, wna approved by him on June 3, 1914, and duly approved and adopted Sept. 5, 1914, by the State Highway Commission, consisting of Governor Oswald West. Secretary of State Ben W. Olcott, and State Treasurer Thomas It. Kay, pursuant to Chapter 339 o fthe Laws of Ore gon, for the year 1913. An official map of the approved state highway was published by authority of the state, and never changed, and upon that map appears an outline of the Coos Hay highway, extending west ward from Hosesburg to Coos Bay via Camas Valley and Myrtle Point. W hereas, in the year 1916 there was appropriated by said Hierhwav Commission the sum of $5000 for a survey of said highway, which action has never been rescinded, but on the contrary at a fall meeting of the Highway Commission and the advis ory board thereof, the matter was again considered In the month of No vember last, and the former action of the board was affirmed unanl- 1916, by an assemblage of citizens and taxpayers meeting la the city ot Roseburg, in said county: Firet That any proposed diver soln of said $5000 be unequivocally opposed, and, Second That the State Highway Commission, the Legislative Assesm biy of the State of Oregon, and the County Court of said Douglas Coun ty be recommended to aid in the construction of said highway by such funds as may become available from the Federal highway appropri ation of $75,000,000, and from the available state funds, and from the county appropriation available for purposes of road construction. Roy Durtdn left this morning for Kendrfck, Idaho, where, according to a message received yesterday noon, his father died the previous night. The latter was 60 years old, and although he had been in ill health for some time, it was not sus-i pected that he was ia a critical con-, dition.
