Oliver Spitzcr, superintendent of
the Wlllinmsburg dock of the Ameri
can Sugar Refining Company, was
convicted in connection with the
frauds. After some months in Fed
eral prison he turned Government
witness, and through his testimony.
Heike, secretary of the company, was
convicted.
It was shown at the trial that the
Government had been defrauded of
largo sums. Tho company refunded
$2,000,000 in reparation.

The flow of immigration Into the
Northwest has received a new im
petus this month through the Inaug
uration by leading railroads of
colonist rates from Eastern points to
the Northwest. These rates have for
merly been confined to n few months
in the spring, when the westward
travel of new settlers has always
been heavy. People have the moving
sJ)lrit 'n the spring season, and for
up land or buy farms, they have the
winter to prepare ror tne spring
sowing, to erect necessary buildings,
fences, etc. Reports of the first few
days of the autumn colonist rates on
the Northern Pacific indicate that
the plan will be a success, and other
roads will probably handle a good
business. A uniform west-bound
rate of $25 from St. Paul and Mis
souri River points, $:t;t from Chicago
and $;!2 from St. Louis has been
made to attract newcomers.
