WASHINGTON, June 21. The
millionaire colony of the Senate,
some of the members of which own
stock In railroad, fought desperately
to kill every physical valuation
amendment proposed, In the new
railroad bill Just passed.
A physical valuation would expose
to the country the extent to which
railroad stocks have been watered,
and would, therefore, tend to pre
vent over-capitulizatlim In the future
and pave tho way for reasonable
freight and passenger rates. 1 nis
Is why the railroads fear it.

sion, pariiHuu Republican In make-up,
has recommended physical valuation

bus, In previous reports, expressed
the opinion that It would bo wise for
Congress to make provision for a
physicul valuation of railroad prop
erties, and desires to reafllrm In this
report Its confidence In the wisdom
of such a meusure."
Physical valuation was recom
mended hy Koosevelt time and time
again. This Is at least one Roose
velt policy that Mr. Tuft has deserted
cold-bloodedly. The President has
raised neither voice nor pen on ho
half of physical valuation.
Yet tho Supreme Court, in Hie Ne-
branka rate case, held that "the busts

value or the property being used for
the convenience of tho public." As
tho interstate Commerce Commission

force Ihein to operate at a loss," Rip
ley replied.
Foreseeing expensive litigation, b

approaches of Important harbors, and
planting others nt convenient resting
places such as small islands, nt the
mouths of harbors. Where no such
places ure available It has been pro
posed to construct small Islands
around them."
