Portland Journal: The appoint ment as commissioner to the Presby terian general assembly given to C. N. Wonacott, assistant general sec retary of the Y. M. C. A., last night constitutes the highest honor con ferred by Presbyterians upon a lay man. Mr. Wonacott, accompanied by his wife and daughter, will leave Portland for Atlantic City May 2. The meeting of the Presbytery begins May 19. He will be the solo repre sentative of the Portland Presbytery. Following the Atlantic City meeting. Mr. Wonacott will tour Europe -in company with Dr. William Hiram Foulkes, pastor of tile first rresby terinn church, and Rev. Henry Mar cotte, pastor of the Westminster church. They will together attend the international conference of mis sionaries in Scotland and will visit England, Franco, Germany, Belgium, and possibly Rome. They wiil see the famous passion play in July, then sail for New York, planning to return to Portland by August 1. (.Mr. Wonacott is well known in Roseburg. He is a son of County Judge and Mrs. G. W. Governor Harmon last evening signed' the Anderson bill, despite protests signed by thousands of Ohio ministers. The bill leaves the mooted question in the hands of the Individual munici palities, permitting popular decision. Advocates of Sunday sports are elated by the success of their cam paign. DIED. STEARNS. In Grants Pass, April IS. 1910, William Alpheus Stearns, aged 77 years, of old age. Deceased was born In Johnstown, Penn., on March 22, 1833. He crossed the plains from Kansas to California In 1803, moved to Cnn- yonvllle, Douglas county. Oregon. In ISC,.",, and to Grants Pass in 1905. He leaves 4 children, 5 grandchild ren, and 1 greatgrandchild. The children are: Fred and James I Stearns, Mrs. Thos. Dyer and Mrs. I F. G. Mclntyrn, all of whom reside lln Grants Pass. Southern Oreon lost another case todnv when the Supreme Court decided the case or M. r . Hanley vs. the City of Med ford, against the city and In favor of Hanley. This Is the case in which Medford has been trying for over a year to secure a right of way across Hunley s land for the city's pipe line for a municipal water supply. In June, 1909, the City of Med ford begun proceedings to condemn Hanley's property and secure the right of way. The county nnrt city officials petitioned Governor llensoii to designate someone to hold a special term of court, under th provisions of the law passed in 1909 wnich provides that there shall b. an additional Judge for the Second Judicial District, and that this judge shall, in addition to lift regulat Judicial duties and labors, perform such Judicial duties in districts other than his own as shall be designated Dy tne Governor. Governor Benson directed Judge John S. Coke, of the Second District, to go into the First District, pre sided over by Judge Hunna, and hold a special term of court to hear the condemnation proceedings. At this special term of court the Jury rendered a verdict of $000 damages In favor of Hanley. Hanley at once brought suit to restrain the city rrom entering upon his land, claim ing that the proceedings were void. The Injunction was granted and the city appealed. The Sunieme Court holds that the powers of Cir cuit Judges are confined to the districts whore they are elected. PORT Oltl'Oltl) (JUTS HANK, Arrangements Completed That Will Result In Developments. PORTLAND. April 20. After visiting the Hast and making finan cial arrangements, J. G. Loucks, of Port Orford, Or., was In Portland yostordny completing his plans to open at Port Orford the first bank In Curry county on May 1. The United States National Dank of Portland nnd the Wclls-Fargo Company, of San Francisco, will bo Mr. Loucks' principal correspondents. 'I do not expect the bnnk to pay for some time," said Mr. Loucks. 'lint we are trying now to build up that country and at present there Is no bnnk nearer than Uandon, 32 miles away. 'I believe we can have the finest fruit country in Oregon. Wo have o deep water wharf that will accommo date any boat running out of Port land, but at present we have not traffic enough to make It worth a steamer's while to call. This condi tion wo soon hope to alter. At present It takes nearly threo days to get to Port Orford by rail and stage. We connect by launch with Coos Day."
