Carefully prepared ordi nances have been pusned, and others are being drawn for passage. Cincin nati recently scored ugnlintf the bill board by the adoption of a building code containing el u borate provisions regulating outdoor advertising. Under that code a (urge number of sign spreads have been ordered down. Moreover, many advertising mer chants are voluntarily abandoning the billboards. In the far west Portland. Ore., and Seattle. Wash., are grappllug with the problem In an Intelligent manner, ln Cambridge. Mass.. a wo mau's club secured the removal of many stands by appealing tu the ad vertisers direct. Lynchburg, Va., has placed a most effective ban on the bill board by menus of taxation. This Is an Ingenious way of meeting the dllllcutt (uestlou of the dhdigure meut of towns and cities by advertise ments'. So long us public opinion is dormant so long will tlaritig advertise ments continue to make the street and the landscape ugly. It Is of course Idle to blame the ad vertisers. The American people believe In ad vertising, they read advertising, they patronize ndvertlsers, but they are discriminating. They don't want the lnd of advertising that mars scenery. that shuts out light, (hat depreciates iidjiiining property, that offers u ren dezvous for neighborhood Juvenile gatherings of dangerous tendencies. If (he billboard must exist the day is not far distant when It will be a ubjeet of municipal, state and fed eral regulation. It will be regarded as a revenue producing structure, as sessed and taxed accordingly. It will iot be permitted to exist as a menace to health. The property rights of the man who does not believe In bill boards and refuses to grunt space on his own lands fur their erection will be regarded. No amount of seductive offers ef the billboard owners, such as free spuce for laudable work like the exploita tion of preventive measures against tuberculosis, as recently made to the National Association For the Study and Prevention of Tuberculosis, will stem the tide of popular disapproval of the billboard.
