MARSHFIELD, Or., Aug. ' 20. With a large-representation from all parta of Oregon and parts of Idaho, the Oregon-Idaho Development Con gress convened In this city thia morn ing. Today la the anniversary of the organization of the Congress In this city a year ago, and much was Bald of what had been done during the past 12 months, and of what would be done in the future toward open ing Oregon and developing the great resource of the state in parts which have been neglected by the rallwaya. Colonel E. Hofer, of Salem, presi dent of the congress, spoke in behalf, of a dlstrlct-bullt railway from Coos Bay to Boise and the development of the Coos Hay harbor by the port com mission. "When anyone sees Coos Bay as It la .today he knows that if ftnrrimnn had kept his promise when he start ed to build In here some years ago, this would now be one of the greatest seaports of the world," he said. "But t will have its harbor develoned and will have a railroad. The fences are broken down. Oregon Is having more railway development than anv other state, and when It comes It will come fast. There Is no keenlna a rallwnv oub of Coos Bay. It will come In iplte of Harriman and h 1 and hleh water." A report of what had been done at he other end of the line waa made by George H. Shellenberger. He gave m interesting facts regarding the railway movement, and told of vlslt- ng the territory between Coos Rav and Hums. Addresses were made hv John v Carroll, editor of the Evening Tele tram; Oeorge Trowbridge, managing editor of the Oregon Daily Journal, and by George N. Cornwall, oublisher of the Tlmbernran. This afternoon there waa a parade of gasoline boats on the bay. and an excursion on the steamer Breakwater to the beach, where the life-saving :rew gave an exhibition, and the vis itors had an opportunity to see the letty at the entrance to the bay. tomorrow morning there will be an executive session, a visit to the C.
