Is to increase the coast artillery re
serve by transferring a portion of the
National Guard Infantry of the three
Pacific states to the artillery branch
of the service or by organizing new
artillery companies In those states.
Bo to meet this requirement of the
war department and at the same time
comply with the statute of January
'21, 1903, It Is altogether probable
that Adjutant General Hnzer will
effect a transfer of at 'least one bat
talion of the Fourth regiment to the
artillery branch of the service with
in the next six months.
. The Fourth regiment Is composed
of eight companies located at the
following stations: Ashland, Hone
burg. Cottage Grove, Albany, 1)uIIuh,
McMinnville and two companies at
Kugene, with regimental hendquur
tera at Eugene.
It wlLI not be the policy of General
Flnzer to arbitrarily require an In
fantry company to transfer to the
artillery service. The wishes of the
Infantrymen will bo commltcd In the
matter, although It may ben neces
sary to muster out of the service
companies that decline to enter the
artillery.

for the Increase of the coast artillery
reserves.
It Is not believed that such a
sweeping change will be made In the
National Gunrd of Oregon, as has
been ordered by the adjutant general i
of Washington, but it is practically
certain that the next few months will
witness the breaking up of the
Fourth Infantry and the organization
of either four or eight new comimnles
lor the coast artillery reserve.

The Conservation Congress is the
first of its kind ever held in the Unit
ed States. It will probably elect
delegates to the luternutionul Conser
vation Congress to be heldi at The
Hague the coming autumn. It 1b

zations or the United States. The
Washington Conservation Association
and the Seattle Chamber of Com
merce have co-operated and extended
an invitation to ever commercial or
ganization In the larger cities, to
send at least two delegates to the
Congress.
The campaign for this Congress has
gone into every Held of prominence
where men are thinking about conser
vation. Special engraved invitations
huve been sent to presidents of col
leges; ministers of the gospel; state
conservation commissions; governors
of states; United States senators and
representatives; cabinet ofllcers and
heads of departments at the National
capltol.

ialized President Taft and requested
his attendance at the Congress of
Conservationists.
The Auditorium, the largest hall
on the exposition grounds, has been
secured for a three days' session, of

ground that among other things,
while courts have discretionary pow-
erB In the exclusion of the public
from the courtroom during the pro
gress of a trial, it is not an unlimited
discretion, and that the exclusion of
the public from the courtroom dur
ing the trial of Heck Osborne, upon a
statutory offense charge, and over his
objection, by Judge O. E. Davis, of
the Circuit court for Malheur coun
ty, might have been prejudicial to
the Interests of the defendant and
violative of his constitutional right
to a speedy, public, fair and impar
tial trial, the decree of conviction
against Osborne Is reversed and a
new trial Is ordered. The opinion Is
written by Justice King. Justice
King holds that a court may
properly exclude certain classes of
persons from, a trial, the details of
which may be detrimental to their
Jnterests, but that to exclude the
entire public from the trial smacks
too strongly of the old English "star
chamber" proceedings, and is a pre
cedent that will not be countenanced.
