By the decisive vote o( 317 to 14, the House today passed the benate Joint resolu tion providing tor the submission of an Income tax constitutional amend ment to the states. The negative rotea were, all cast by Republicans. The. resolution nows Koea to the presi dent for his signature. The debate lasted four hours. Chairman Payne, of the committee on ways and means, -voiced the sen timent that such a tax would make a "nation of , liars." The burden of the democratic speeches was that it was simply a case of stealing domocratli thunder, although some of the re marks on that aide Incidentally touch ed upon tariff and the corporation tax with no little amount of castlgatlon of the republicans for falling to keep party pledges. Concession to Mutuals. As to tfie mutual Insurance com panies, it is aald that the redrafted bill will provide what portion of the income may be deducted before the tax on funds available for dividend la assessed. It will be so arranged that the tax shall tall upon the profits of stockholders. Allowances will be made for annuities and other long term outstanding contracts. It has remained for Klluh Root, Junior senator from New York, to state in public debate the actual facta regard ing the methods of the Republican party In framing a tariff bill. Said Mr. Root, speaking in support of the corporation tax: "Wa have been here for over three montils considering and discussing and voting upon the measuro of pro tection that it Is neressary to give to keep alive and prosperous the business of tens and hundreds of thousands of corporations engaged In manufacture and trade affected by the protective tariff. We are under the necessity of proceeding by guess work, by conjecture, always with dis satisfaction because wo recognize the chance that we may have guessed wrong about whose statements come nearest to the truth. 1 should like to see In the office of Commissioner of Internal Revenue, the next time a tariff bill comes before Congress, statements, under oath, and tested year by year, about the business of all this vast multitude of corpora tions that come appealing to us for help, so that we shall not again he compelled to come to the conclusion that all the business of the United States is on the brink of failure." Never before was there a franker statement of the methods by which tariff bills are framed than that made by the senator from New York. Sen ators and Representatives, a large majority of whom are lawyers, have accepted almoBt without question the ex parte statements of Interested per sons and companies and have fixed tariff rateB In accordance with their representations and demands. The current tariff revision is by no means the revision downward Implied by the Republican platform and specifically promised by the Republican presi dential candidate. But present indi cations all point to the inclusion in the tariff bill of certuln provisions which will preclude in the'future the hit or miss methods of the past and render it imixjssible for senators and representatives extravaguntly to Bwell the profits of their manufacturing constituents at the expense of the consumer without detection. Avery had been working in this city as foreman of grading work. It wa? suspected that Avery bad in his pos session nearly $1000 in counterfeit sold money, which he was expected to have put in circulation here on Hie Fourth of July. Charged with a etatutory offense, Floyd Harris, aod 19 years, la in the county Jail In Hosrhurg await ing the arrival of an otlleer from Boise, Iduho, to take him back to that city, from which place he fled last December. Harrln was brought to this city Monday evening by Sheriff Fenton following his arrest by Dep uty Sheriff Beck ley of Oakluiid. Harris was working at the time with a bridge crew, throe miles east of that town. Nearby ts situated the home of his parents, who moved to this county from Idaho a few mouths be fore the arrival of their son. Harris will not resist extradition. He is loath to admit the truth of the charge against him, but his father appears anything but doubtful of bis guilt. Before Sheriff Kenton deft for Itoseburg with his prisoner, the elder Harris said to his koii: "That girl was after you and no body else. Presi dent Taft and the lawyers of his cabinet have undertaken to save the: tariff conferees from haggling over the corporation tax amendment. It Is conceded that the measure as passed by the senate must be re drafted in order to remove constitu tional objections and to meet the views of the administration. The president told the leaders of the senate and house that as the admin istration will be charged with the responsibility of collecting the tax and defending the act, it asasiled In the courts, the administration should be permitted to perfect the measure. If tho corporation tax is changed the alterations will probably he con fined to the rate of the tax imposed on net earnings, which may be cut in half. The president was Impressed by the arguments of the states that they should not be disturbed in their use of the inheritance tax as a means of raising revenues, although his be lief in the principle has not abated. Jt Is stated, however, that he does not think that federal and state gov ernments should both resort to this method for raising revenue. Later It was given out that the new draft of the corporation tax amendment will provide a tax of one per cent instead of two per cent on the net earnings of corporations. This was decided today at an informal conference at the White House Attorney-General Wiekersham will prepare the amendment accordingly. Medford Tribune: City Attorney Porter J. NefT and Mayor W. H.
