WASHINGTON NOTKS.
The republican party In OongreBK
Is hanging on deajierately to the
spoils system as may be aeon In lis
refusal to pluco tbe four thouuand
CcnstiB clerks on tho Civil Service
list. Tho members still hanker after
influence. Their Blatters, brothers,
cousins, aunts and mothers-in-law
aro clamoring for an office that will
bring them from 1 7 r to (100 per
month regardless of the fact that
placing theso Incompetents on the
government's payroll will cost tlie
country from two to three million
more than the Census enumeration
should cost, and that though every
appointment will make one Ingrate
and at least twenty (who did not got
the appointment!) enemies, they
noverthelosa cling to this remnant of
a vllo spoils system.
There are many applicants for the
vacancy niado by the promotion of
Senator Knox to the' head of the Taft
cnblnut. The most conspicuous of
these, from Ills long experience in
Congress, Is Hon. John lJnlzell, a
siandpatter, scarcoly less distinguish
ed than Speaker Cannon himself, to
whom more than nny other man the
tin plate annex of the steol trust Is
Indebted for the Increased duty of
(110 a ton on tin. There Is no doubt
but that the beneficiaries of the tlu
plate duty will send a big delegation
from Pittsburg In behalf of Itepre
sontatlve Dalzell, when the choice of
a senator counts before the Pennsyl
vania legislature.

The property in OrnntR PnsB In

The city tax In Orunls Pass Ik

Medford we should have manifest
tbe blessing of the saloon in low

If It Is fair to Bay that the absence

Mini Willi Deer Meat ill Closed Sea
son May Prove That Animal
Was Slain In Open Season.
SALEM, Or., Dec. 29. Holding
that tho defendant had the right to
produce evidence to prove thnt the
portions of deer, found In his pos
session during closed season, were
taken from deer killed when the sea
son for killing same was open, and
that the trial court erred In exclud
ing Buch evidence from I lie trial, the
Supreme Court reversed the decree
of Judge Burnett, of Circuit Court
for Linn county, and remanded the
cugvi of the slate against (leorge W.
Klsher for a new trial. The opinion
Is written by Judge Sinter.
The portion of the statute under
which Fisher wns indicted Is found
on page 342 of the session laws of
11107, and reads: "Any person .
having Iji possession nny deer or enr
cass or part of a deer, during the
season when it Is unlawful to Like
or kill such deer, ahull be guilty of a
misdemeanor."
The court holds thnt evldcnco of
possession merely makes out a prlnwt
facie case and the defendant should
have been permltled to show that Ihe
deer was lawfully killed, and if he
could do this, he was entitled to nn
acquittal. Tho case Is sent bnck for
a new trial.
