Asking H the government to prosecute Joseph Pulitzer, publisher of the New York World, for libel upon the ground that tbe good name of the United States bad been besmirched in connection with charges of fraud In the purchase of the Panama Canal rights of a French company, for $40,000,000, President Roosevelt today sent a vig orously worded message to Congress, accompanying it with all the records and documents involved in the trans action. The message says In part: "In view of the constant reitera tion of the assertion that there was some corrupt action by or on behalf of the United States government In the acquisition of the canal rights, I deem it wise to submit to congress all the information I have. The Btories were first brought to my at tention as published in the Indian apolis News. These stories are scur rilous, libelous and false. Do In van Smith, the publisher of the Indian apolis News, sheltered himself behind the excuse that he accepted the statements of the New York World. The real offender is Pulitzer. A great Injury is blackening the good name fjf the American people, and it should iTot be left for a private citizen to sue Pulitzer; he should be prosecut ed for libel by the government.' In the senate the president's mes sage was enjoyed as a huge joke, particularly that part of the message regarding the purchase. Fairbanks lessened the merriment to some de gree by rapping for order, and after the pesonal part of the message had been read the senators paid no fur ther attention, neither would they listen to the details of the purchase. Cannon's Close Cull, A motion to curtail the powers of Speaker Cannon, made by Gardiner, of Massachusetts, by reforming the rules, was defeated in the House to day by a vote of 149 to 136. OKKGOX NEWS. Booth-Kelly Lumber Co. has an nounced that the company's big mill at Wendling will start up the first of the year. The mill has been thor oughly overhauled and will have -a better capacity than ever. The com pany have completed a railroad about five miles long extending from Wend ling into a fine timber belt up the Mohawk. John M. A. Laue, chairman of the state board of pharmacy, has resign ed his position as a member of the board. Gov. Chamberlain has not yet returned from Washington, so it is not definitely known who will suc ceed Mr. Laue, but it is almost cer tain that Senator Frank H. Coldwell, of YamhiU county, will be appoint ed. Mr. Laue resigned because he has retired from the retail drug busi ness and Is conducting a school of pharmacy. About Digestion. ADOPT WYOMING LAW. Oregon Legislature Will Ilnve 1 till for Administrative Wadr System. PORTLAND, Or., Dec. 15. A bill will be presented to the Oregon leg islature this winter asking for an ad ministrative water system in this state. This was assured yesterday at au extended conference between the members of the Oregon Conservation Commission and the various water users of the state. The proposed law will be modelled after that it) force in Wyoming, where water rights are adjudicated and determined by a state board of control and regulated by the same authority. In the oper ation of such a law, vested rights al ready adjudicated by the courts, will not be disturbed. Under the. Wyoming law the state has a board of control by which wa ter rights are established and regu lated. This "board oncsists of five members, appointed by the governor. Appointees on the board must first have passed an examination conduct ed by the State Engineer before be coming eligible to serve; When tbe board has adjusted the rights of con flicting interests of the water supply in any stream, the party dissatisfied with the adjustment has the right within 60 days to appeal from the decision of the board to the courts. The expense of Buch an administra tion of the water system of his state is between between $20,000 and $25, 000, while the service concerned not less than 20,000 consumers. Under the operation of the Wyoming law, the longest time required for the ad justment of any. controversy respect ing the appropriation of water from a stream was only 18 months, while the system gave very general satis faction, as was evidenced from the fact that only infrequently were ap peals taken by either of the rival in terests to tho courts.
