OK INTKHEST TO HOSl'.lll'UfJ 1'uvenn'iit Cannot be Guaranteed For Any Length of Time. PORTLAND, Or., Nov. 25. That the city will do away with the main tenance bids for hard surface lm provements is apparent, as It has neen decided In the Supreme Court mat no company laying a hard sur face pavement shull guarantee a pave ment for any length of time. Hero tofore the city has been declaring the life of several of the types of hard surface improvements to bo 10 years and accepting maintenance bids of 2'A cents a snunre yard for main tnlnlng the pnvemcntH In good repair ear n year, mis would amount to 2 cents a square yard during the life of the pavement, nnd In this city where so many streets are being paved with nam surface pavements, the sum re- quired each year for maintenance haF become enormous, it Is argued that this maintenance is nothing but a present to the paving companies.
