Portland Journal: Sun Francisco should stand aghast at her Hhame. Tho attempted assassination of Mr. Honey, committed within the uacred pmnlnctB of public court room, Is the crime of the decade. Tluit city wap controlled by 0110 of the worat bosses known to Miitory. In collusion with a thieving mayor, he trafficked In ev ery public Interest that could he turn ed Into money. Ho hud a price on the prerogatives of the mayor and the votes of the alderman, and hawk ed them about to nil comers who had the figure. The corruption of the gang tfl known and confessed. The world understands It, and on one oc casion the arch boss himself pleudtd Kullty to It. It Is a shanicleHKiieHP about which there Is no doubt, and yet the half of San Francisco has heeii In open revolt against a just punish ment of the guilty. Devoted with a steadfastness of purpose In the ex p or u re and punish ment of this Infamy was Francis J llcitcy. Ho lias been the figure around whom surged one of the bit terest controversies of any time or any place, with the forces of the law on one side and tho forces of disorder and graft on tho other. The oppowl tlon to the prosecution was giver standing by the money of Us guilty and by tho social position of the sym pathizers that wealth attracts tc wealth. That opposition of such character could bo aroiiBed agalnsl prosecution of the guilty seems in credible, hut that 1b what has hap pened In Sun Francisco. With law and tho lawful battling against out lawry, the city has been torn until ltt social and civic llfo Is in tatters. Thr shameless spectacle has been pre nented of courts defied, prosecution persecuted and the process of Justin brought to a position of Impotence. Loader In the battle for decent'. and good government, Mr. Ileney wai tho target of Invective, anathema am' abuse. It wns a condition so at roc ions as to shock and shnmo society and of infinite odium to the civic llf of the California metropolis. Adde now to tho kidgloved lawlessness It tho pistol shot In n court room, wltl Mr. Heney the victim of the assail ant. Tho nffalr Is the moro mon strous In that tho aHullunt's net t duo more to the fermented a tin on phoro about him than to any per sonal purpoHO of his own, whereh' the attitude of those who contrlv against Justice is responsible for th crime. A situation more shocktnf and an act more atroclouH has scarce ly been recorded In the annals of Am erlcan llfo. If she has not known I' before, San Francisco should how know that It Is time for her to hnv a house cleaning and not to stop tin til every part of the place has beer put In complete order. Everybody now real izes that our greatest need Is good roads, and that the way to get them Is to go to work and build. Good roads are a public necessity and a united effort is needed when It cornea to building them. This gen eral good roads movement has been sweeping over the country for the puHt two or three years and Is be ing taken up by nearly every state. How Important this matter Is may well be shown by the fact that two years ago the state of New York alone appropriated $50,000,000 for the purKse of building good roads. Pennsylvania is also spending mil lions on road building. Southern California counties, not being willing to wait for state action, are spend ing two or three million dollars on an extended system of good roads. Oregon Is preparing to get In Hue and the coming Hesslon of the legislature will doubtless take some definite ac tion on this matter. This, however, will only be supplemental to the work to be done by the counties us the state fund will probably only be anolied whore the county puts up a sum equal to that supplied by the state. Action by counties is therefore tho Important thing here. Conse quently every citizen Is urged to at tend the big good roads convention In Roseburg next Friday afternoon and help to formulate the plans for i general system of good roads building in Douglas county. Don't wait for someone else. Your Ideas may be just what should be put Into practice. In order to give this move ment all the active Impetus possible the business people of Koseburg have inanimously agreed to close their places of business for two hours next Friday nfteruoon so everyone may at tend this good roads convention. Fol lowing Is a copy of their agreement, with the signatures attached: EvcrylHMly Will Attend. We, the undersigned business men )f Roseburg, Oregon, hereby agree to lose our respective placet of business n Friday afternoon, Nov. 20, be tween the hours of 2 and 4 o'clock, for the puropse of attending the Good Roads meeting to be held In the Court House at that time. The grand Jury for Klamath Coun ty, which will meet Id this city in the early part of December, will have a busy, liana ton. Through the efforts or Fred Robin, a Portland detective, 12 men have been arrested during the pant few days for violating the local option law. Mr. Robin has been at work about two weeks and came here at the Instance of the Prohibition forces. It Is said that still further arrests will be made, and that most of the defendants will be charged with a number of Infringements of the pro hibition law, no that the grand jury can find several indictments against each individual, and by bo doing pre vent any getting off with a light fine, Conditions have been lawless in Klamath Kalis Blnce prohibition went into effect, but Indications now are that prohibition- is to be given a fair trial.
