It seeks to bring tne gov ernment nearer the people by secur ing the election of United States Bcnators by direct vote. It seeks to restore competition tnrough leg Islatlon which will make a private monopoly Impossible. It desires to secure peace In industry, competition In trade, eocurlty to depositors and Jus tice to tnxpayers. The Democratic party appenls to the awakened conscience of the na tion and the sense of Justlco in the human heart, and to the growing de- slro of brotherhood. With a Democratic victory for the national ticket, with a democratic cougresB, and with the moral forco of a popular verdict, 1 believe we cun compel the sennte to yield to the ex pressed will of the people and permit the passage of tho more urgent of the reforms. Tho democratic party offers the only prospect of remedial legislation, and while net doing as much as some refomers would like, a democratic victory -will secure as much of reform ns la now attainable in fact, the on ly reform that is within reach. We have a right to expect, therefore, the co-operation of those who favor the reforms set forth In our platform. The attempt to terrorlzo the Am erican voter by the threat of a panic will not succeed. We have had three panics In 48 years the panic of 1873, the panic of 1893 and tho pan lc of 1907 and two of theso panics came under the high tariff, and each of them came under republican prest dents. Mr. Taft says that a panic will come If 1 am elected. Let him give bond that tills panic will go If he la elected. When he Bays that a democratic victory will bring a panic, he expresses an opinion. When I Bay that a disastrous panic came last fall without waiting for a demo cratic victory, 1 state a fact that can not bo disputed. Our platform has a plan for restoration of prosperity up on a permanent banlB a prosperity In which all will share. The repub liran party tins no plan that contcm plates either tho present relief or th continued welfare of the people. The republican candidate has the prestige that comes from the fact that hlB party 1b In power. He has the aid of an army of office-holders he has the support of all the monop olles and law destroying trusts; he has a large campaign fund, the source of which his committee re fuses to disclose, and most of the leading newspapers are with him and the Interests which he represents. I Insist that It 1b not fair for the president to use his office an office that belongs to all the people as If It were a party asset, or a personal asset, and drag It Into the campaign. It offends the sense of Justice and ought to arouse a protest from those who believe that lit the selection of the Chief Executive the people should be absolutely free to choose whom they please. W. Facing Inevitable defeat and with a full knowledge of the fact that Bry an's election Is as certain as anything reasonably can be In politics, the Re publicans have been forced to resort to the last refuge of political cowards to the calamity howl. They are now engaged In telling the country that panic and ruin will follow the election of Mr. Bryan. Instead or being patri otic Citizens anxious to restore busi ness confidence a confidence which has been lost under a Republican ad ministration to subserve their own political selfish purposes they are vain ly endeavoring to prolong the present business depression. The question naturally suggests Itself: Why is It necessary to restore confidence? Why Is It necessary to bring back business proBperity? What has become of conil dence, what has become of prosperity? Both, under a Republican administra tion, have disappeared. Why la an other Republican administration neces sary to insure a return of confidence aud prosperity? 'he very same men who, today, are going about the country still further destroying confidence by preaching calamity, are the men; who, four years ago said that the Republican party must be successful In order that there might be prosperity. The Republican party was successful, but Instead of bringing prosperity it brought panic, business depression and commercial stagnation, Whatever may be said of the present panic, It cannot be denied thut It Is a Republican panic. How, then, can a continuation of the Republican party In power cure the evils from which the business community and the laboring man now Buffer? Let the Republicans howl about their own panic, and not make false predictions ubout what will happen under a Democratic adminis tration. They predicted prosperity four years ago, and proven false pro phets. Why, then, should any tmno man accept their premonitions now when they suy that Bryan's election would bring business troubles. Busi ness troubles are already hero. What business men want Is a cure for them, not a prolongation of the disease by the same sort of treatment which haa produced the ailment. Because business men and laboring men both know that a Republlcmi ad ministration has produced panic, they wll not be deceived again by these raise crleB of Republican calamity howlers, They know thut William Jennings Bryan Is an honest man; they know that he will give the public an honest administration. I .tint month there occurred the heaviest rainfall for October in Rose burg and vicinity since 1881, The tot ul precipitation for last month was 5.20 Inches; in October of 1881 the rainfall was 6. 96 Inches. Singular ly enough, the rainfall during Oc tober of the years preceding those In (luCHllun was Insignificant. In 1907 It wus only 89-100 of au Inch and In 1S80 It was 77-100 of an inch. These figures are shown in the monthly meteor logical report of Win, Hell, local observer of the U, S. weather bureau. The report shows further thut the avernge rainfall for October for the past VI years Is 2.67 Inches. The comparative excess of rain from Sept. 1, of this y.ar, to date, Is nearly two Inches. Tho greatest precipita tion In 24 hours during last month was 2.12 inches, on the Kith and 14, tho only two days of the month in which there was no sunshine. While the northbound Klyer No. 14, was standing at Reuben, nenr (lloudalc, Saturday, n 22-rille bullet pierced aud splintered a double glass window, nt which there was sitting a woman, with live children, the young est a babe, which she wns holding In her arms. The spot where the leaden mlHsle struck the window was only a few Inches above the woman's head. Fortunate for the fact that the shower of glass did not Injure cither tho mother or the infant. What careless person ft red the shot Is not known, but the incident Is now being investigated by Sheriff Kenton and the railroad detectives. R. W. Ilinkley aud II. W.
