Inch of rain fell In Roseburg and
vicinity, according to the monthly
summary just Issued by Thos. Gib
son, local observer at the IT. S.
Weather Bureau. During the same
period there were five days of frost,
on the 17th, 24th, 25th, 26th unci
27th, the last three being designated
as "heavy" ones. On the 24th the
temperature was one degree below
the freezing point, and on the 2Mb
!t was still one degree lower. During
the first half of the month, however,
there were eight days when the tem
perature was 85 or over. The av
erage rainfall for the month of Sep
tember for tho past 32 years Ih 1.07
inches, and there is a defincienoy for
last month, as compared with tlu
average of the corresponding period
of 64-100 of an Inch.

practiced In Medford about ten years
ago. He made a specialty nf public
land work, and In this connection ap
peared frequently in person before
the U. S. land office in Koseburg. Af
ter leaving Medford ho located In
northern California nnd became a
prominent figure in the land fraud
ense Involving Perrln nnd Benson,
tho two men referred to In the above
dispatch from Flagstaff. In the
capacity of a notary public, Snell
handled many of tho documents by
which Perrln nnd Uenson are alleged
to have fraudulently obtained public
lauds, and this made Snell a valu
able witness for the government Ir
