RICH COAL STRIKE.
SILVERTON, Or., Sept. 18. Hav
ing completed an 8x10 foot shaft at
Scott's Mltbu last evening, miners
reached a five-foot vein of coal about
800 feet below the surface. Hun
dreds of people witnessed the last
carload of dirt which covered the ex
cellent vein of coal, as It was taken
up out of the shaft. There is much
rejoicing over the company's suc
cess in developing what gives promise
or being a valuable property.
A little more than a year ago
prospecting was commenced at
Scott's Mills and so well pleased was
the company with its findings after
having sunk a drill several hundred
feet that no hesitancy was manifest
ed in the expenditure of nearly $50,
000 in the development of the prop
erty, and today the mine is well-
equipped with all necessary machin
ery. Experts are confident that the
vein extends several miles back in
the mountains and are certain that
they have developed one of the rich
est coal mines in this part of Oregon.
Another drill was sunk a few
weeks ago on the Abiqua river near
this city by the same company and
this will be developed as soon as the
Scott's Mills mine Is well under
progress. It Is believed that the
vein near Sllverton can be reached
at a less depth than that at Scott's
Mills.

Postofllce department ofilclals are
enthusiastic over the movement In
some of the larger states of the Union
for the Improvement of the highways,
and It is claimed that the liberal ap
proprlatlons for the rural free delivery
service have stimulated this move
ment. From information being re
ceived at the department. It Is believed
by the oflicliils that highway Improve
ment will lie stimulated In all the more
thickly settled states as rapidly as the
rural delivery Is extended, and one of
the conditions for establishing a new
route Is that the roads must be iu good
condition. It Is claimed also that the
service Is enhancing greatly the value
of farm property.

law passed by tbe last legislature of
this state taxes that are delinquent
after the expiration of six months
from the first date of such delinquen
cy may be paid by any one demand
ing to pay name and a certmcate 01

party.
Section 37. of said law, In part,
reads:
"Any day after the expiration of
six months after taxes charged
against real property are delinquent
the tax collector shall have the right,
and it shall be his duty, upon de
mand and payment of the taxes, pen
alty and interest, to make out and is
sue a certificate or certificates of de
linquency against such property,"
and section 38, lu part, reads:
"Certificates of delinquency shall
bear Interest from the date of Issu
ance until redeemed at the rate of
15 per cent per annum."
Delinquent taxpayers are there
fore advised that It they have not
paid at least one-half of their taxes
on or before the first Monday in
April that the same are delinquent
and have been delinquent since said
first Monday In April, and those who
have paid one-half of their taxes aa
above the remaining one-half will be
come delinquent after the first Mon
day In October, and six months from
such datee a certificate of delin
quency bearing fifteen per cent Inter
est per annum may be issued against
your proerty.
To save further costs, penalties
and Interest you are earnestly re
quested to settle the same at once.
