There were two things to be dune, tiud a road sur facing material which Is finished when laid and solid, so that It makes no dust ami needs no dust to maintain Its In tegrity, or find a method of laying the dunt. Home road makers have not given over trying to find the latter yet. but after various nud varied experiments Commissioner Mncdonald finds that a mere dust layer, which means oil, is of little value. It must be frequently re newed and cannot te repaired. Commissioner Macdouald's s jhv I tl ca tion lays great stress ou the necessity for having all parts of the road per fectly dry when the coal tar und pitch surfucing Is laid. After the shoulders and gutters have been formed and shaped the contractor must clean off all dirt or accumulations with split ruttau brooms or a horse sweeper until the No. '2 stone Is entirely imre, clean and free from all material except such as is found in the No. 2 course, so that there is no Interruption between the tar and the No. 2 course of stone. This No. '2 course is to be evened up to grade also. Then comes the coal tar application. About tfi per ceut of pitch Is to be melted Into the tnr nnd thoroughly mixed with It, the whole to lie lieu ted to a temieratnre of iCJo degrees. At this temperature the mixture Is flood ed on to the road nud brttomed In with split rattan brooms.
