For the paat three weeks the health authorities- hare been con ducting a aucceaatul crusade against andean lunch rooms and botela. They have Inraded the kitchens of nearly every public eating place In the District cf Columbia. Filthy conditions almost unbelievable were found in many of the so-called nr class restaurants. A number of pro prietors hate been arrested, and fined, and others bate been forced le quit business. All hare been or dered to put their kitchens in pro per condition If they wish to con linue serving the public. Clubs and von boarding bouses hare not been tsempt from the operation of the official microbe chasers. - But the District bouM cleaning has pot been confined to food purvey ors. M for tne Im provement of CASS STREET, from the West line of Main Street to the West line of Sheridan Street, In the manner provided by Ordinance No. 239, and the plans and the specifica tions for said Improvement on file In the office of said Recorder. All bids shall be submitted on blanks which will be furnished upon application to the City Recorder. No proppsals will be considered unless accompanied by a certified check In favor of the Treasurer of the City of Roseburg, for 5 per cent of the amount bid, to be forfeited as flied and liquidated damages In case the bidder neglects or refuses to enter Into a contract and provide a suit- able bond for the faithful perform- " ance of said work In case the con tract Is awarded to him. A bond will be required for 30 per cent ot the amount of the contract, to be furnished by a surety company ac ceptable to the City of Roseburg. The time stated in the proposal ' for completing the work will be con sidered in awarding the contract. Each bidder shall also enclose his separate proposal for the repair and maintenance of said street for a period of ten years, as provided by the specifications for improving said street; said repairs to be made when proper municipal authorities shall di rect.
