Introduction Into Portland of a uew street pavement on the order ol bituminous macadam will shortly bi made, which will revolutionize tin paving business and also reduce thr : ost of hard-surface pavement nenrly one-half, says the Telegram. II may also be the death blow to the old pav-: lug concerns such as Warren Con-1 structlon Company, which from all ndlcatlous have ceased fighting and formed a combination for the pur pose of boosting prices. One great feature about the new pavement 1b that anybody can lay It. The Pacific Bridge Company will in troduce It to the city, Is prepared with Its large equipment to place It on the streets at a cost much below what any other contractor can fur nish iU' The pavement will not be protected by any patent or copyright and If at any time the city finds that the contracting firm is charging the city too much for Its Improvements it can go Into the paving business ItBelf. The Pacific Bridge Company will secure the material for Its new pave ment largely from the bed of the river. The gravel which will be raised by its large dredge will be used for the base of the pavement, and the top dressing will be a com bination of bitumen or coal tar mix ed with the crushed gravel. It 1p believed thnt a far better street can be laid of this material than Is now being constructed for this city by any of the large paying concerns. It Is snld that the coat of this pnvement will be botwoen $1.25 nnd $1.50 a Bqunre yard, as against $2.00 and $2.20, charged by the other com panies for a hnrd surface Improve ment. In addition to this the new paving will be guaranteed for 10 years without cost, while nil the old companies exact 2 cents a year for each yard of pavement laid, for maintaining It. St n to Ifoiml and Not County Clerk Must be Applied to. Residents of Douglas county have omniencod to apply for fire permits rom the county clerk to burn slash 'ngs, though not In such large mini hers as last year. The legislature al its Inst session passed a law wherehv the old law authorizing county clerks to Issue fire permits was repealed and creittlng a stnte board of forest- ry, which hns supervision over mat ers of this kind. Many people i' not know thnt the county clerk doe: not have the power to Issue permit as or old, as Is attested by the nppli cations made for fire permits. The board of forestry appoints thr leputy Are wardens throughout the state upon recommendation of the property owners In the different sec tions. Expenses Incurred by the dep uty Are wardens are borne by the sec- Ions over which they have jurisdic tion. Before the present board waf ireatod county clerks had authority to Isstio fire permits nnd as a rem1!! conditions were very tinsatlHftctory In many cases the county clerk did not know the conditions when he Is sued the fire permit, and In a number of cases permission to build fires wn: illowed Ill-advised.
