Forfeit ure of the Oregon & California rail road lauds In Western Oregon to the United BtatcB would not be follow ed by their annexation to the forest reserves, If the sentiment of the House committee on public lunds in a sure guide of the future policy ot tho government. That committee, during the last session of congress, unmistakably favored opening the lands to commercial and IndtiHtiiai uiw'B. It la said on good authority that bad there been any possibility of the administration's annexing the lands to the forest reserves, the pub lic lands committee would have pre seated a resolution, declaring thai no disposition of the lunds should bt made without sanction of congress. Itut the president has no powei to create additions to the forest re serves in Oregon. The committee had thlH fact Investigated by 1). D.
