The total receipts this year will show to have been about $0119,0(10, 000 or 164,000,000 Iohs than for the fiscal year 1907. Despite the declnrntlon of the Ilrltlufr oflklals that they huve the situation under control and that u Ilk-lent relief sup plies have been provided to prevent any desperate suffering, reports from the Interior state that the famine conditions are dally growing worse. Over a million natives are declared to be on the verge of starvation, thousands are said to have succumb ed within the last few weeks and gloomy prophecies are made that no Iobs than ten millions will be forced to Bubslst on charity or die miser ably during tho summer and autumn. While all of these statements cannot bo verified, owing to the secrecy of the government, which fears a wide spread Insurrectionary movement, there Is little doubt Unit India Is fac ing a grave crisis. The recurrence of ' these terrible famiues is due to several causes, mostly attributable to the Influence of the British government. Four fifths of the population aro now en tirely dependent on capricious crops for their sustenance, und although great Irrigation works have been car- led out, the slate of agriculture Is still very unstable, Kach peasant ultlvntes a llttlu patch of land. which supplies the bure living of himself and his family. When the rop fallB they nre faced with starva tion. The British regime provides regulnr employment for only a frac tion of the natives, while It tins kill- id a great deal of the nntlve Indus try, and has Imposed other condi tions on the people which work against tho prosperity of tho natives. The taxes are high, and tho econ omic system Imposed by llrltlsh rulf Is unsulted to the conditions of na tive life. Uesldes the millions of peasants who are linblo to starvation nt the -illghlest failure of the crops, there Is an enormous population of heg irars and workless people whose con dition Is entirely hopeless during the famine. Many thousands of these are doomed to a lingering death .'rotn inanition. The condition of the poor creat ures affected hy the famine Is plllftil beyond words. Those who un forced to apply for government reliel .lave been already living for mnnllif in half or a quarter of their usiinl illownnres of food. Long experience hns luured them to living on next to nothing. Many families have been 'lvlng on a dally handful of dried teas, occasionally varied hy wild fruit and roots, or even less palatable food. Tho famine being spread over a ,-ast territory, thousands of tho tin .tves are miles from a government elief depot, nnd many of them die hecnuse they cnunot drag Iheir wast ed bodies to tho depots.
