The convention will represent what will be known bb the "Kullroad Neglected Areas of Oregon," and no delegate living noarer than 60 miles to a railway station will be entitled to a seat during the deliberations ol the unique association. Hut even at tbli the membership rollcall will show that all of Harney, Malheur, Cooa, Curry and Tillamook counties are eligible to participation. The Harrlman bulwarks will be assailed In a bill which will be drawn up by the proper committee of the convention, which will be sub mitted to the legislature next Jan uary. The measure will attack the present law. which baa enabled Har rlman to secure stranglehold!! on ev ery available pass or gap through the mountains over Into Central Oregon lor a porlod of five years. A pro vision of the bill will probably re quire that no railroad shall be al lowed to gain permanent control of more than one such strategic posi tion, and then only for a limited time, within which a certain u, mount of actual railroad construction work must be done, as evidence of good faith. This la much after the fash ion of the homestead act, which re quires that the settlor do a certain amount of Improvement work each year. This, of coutho, is only a rough outline of how the groat regions of Orogon, rich in undeveloped re sources, hoodwinked and toyed with by the Harrlman Interests for many years, expect to throw off the shack les which have checked the onwurd march of civilization and industrial development of one of the greatest empires In America. Whatever fate may attend the ca reer of this Important measure In the legislature, the people of Ore gon will be called upon to say wheth er they or Harrlman shall guide thr fortunes of the state in the future. Those who are behind this move ment have great confidence that thy voters of the state will come to the front with au overwhelming major ity In favor of "trimming the Harrl man claws." At the same time, o mighty effort will bo made to ac complish the results desired when tbo legislature meets, and the sup port of other railroad corporations which Harrlmau has tnauugt'd to keep from invading this tn'ssureland of Central Oregou will probably be forthcoming, In the shape of defin ite propositions In the way of con struction of new arteries of com merce In the new untapped regions. Invitations will be sent to every commercial organisation lu the state to send delegates to this con vention and another powerful ally Is looked for lu the press of the stale. In which no development has taken place when such rights were secured, with reports as to what other roads have promised to do; what the resources of the districts Involved are. logeth er with their possibilities. "We have been working on this propnsl tlon for some time, and have met with nothing but the greatest en eouragement since we conceived the Idea. The exact time of holding this convention will be decided within the course of a week or two, and a campaign of wide-spread publicity will be instituted on behalf of the movement so that universal repre sentation may be secured when the delegates meet. Women representing the Huflraglst organizations of twen ty-two nations are in attendance at the convention and all cheered heart ily when an American delegate an nounced that tho demand of the fair sex for the ballot bad received the Indorsement of a possible proHlriont lal candidate The Bpeakcr declared that Secretary Taft also favors equal suffrage, "when the women are ready for It," but that liryan and Hughes aro opposed to a reform. Whereupon tho women assembled hissed the names of Bryan and Hughes arid cast all sorts of contumely upon them. Eugene V. Debs, the Socialist candi date, also came lu for a heurty cheer when It was said that he is a friend of Buffrago.
