Ab bad been expected, in puttinii In ' his claim for publishing the delinquent tax liBt, Conner charged the county 25 cent! per line lor the large sized type be need for the purpose, although accord log to bla positive statement made in bin isaue of Jan. 23, 1002, it should have been but 12 oonts per line. Mowover, as we have repoatedly Bhown in title and other Instances that be has no regard for the truth, or oven matters of record, thiB Inetance la not at all surprising. Yet, it il somewhat etrange that the county court Bhould endorse his graft as tbey now have done, by paying hia claim Ip tall, although they might have saved ..over $100 to the taxpayers, and still have dons no one any injustice, by ac cepting bia first offer, which would have been ample oampensation (or the work and over twice as much aa he ia receiv lng for a similar piece of work taken elnco on a competitive bid. What ia es pecially atrange in this matter ia that the court eo far exceeded their lawful au thority in endorsing litis graft. We quote from the session lawe of Oregon for 1001, on pages 230 and 261 aa follows: Section 24. That, immediately upon the return, (of the tax list) the sheriff Bhall proceed to give notice of the aale of real property for delinquent taxea there on, which shall he held not later than March 1 of each yoar, by causing to be published once each week for four suc cessive weeks, in a newspaper which shall be deaignated by the county court aa the most likely to give ectual notice to delinquent taxpayers, a notice stat ing the time and place of the sale and a description of the several parcels of real property to be Bold, the amount of taxes, Interest to date of Bale and penalties ac crued against each tract, and the name of the owner, II known, or person, It any, to whom taxed. Hut ii there be no news paper in which the county court on pro cure anch notice to be published for a price not exceeding twenty-five cents per line, nonpareil type, the sheriff shall, upon their order reciting such faeta, poet written notices of such sale, containing the same matters as herein before aet forth, in four public places in hia county for (our. weeka before aaid sale, and noticee so given ahail have the the same force and effect aa though the tame had been published aa hereinbefore provided. Section. 26. Before caueing any such publication, the connty court shall enter into a contract with the newspaper un dertaking to make the publication, which contract shall apecily the rate, and to which may he added an under taking with aollicient auretiea to be ap proved by the county court, to publish auch delinquent list according to the contract. It will be noted that the law strictly B peel flea that noi txcttting tS crnf per lint shall be paid lor publishing the mat tar In Nonpnrril typt, yet, aa we recently demonstrated in these columns, the riaindealer naed type which waa one- fourth larger than nonpareil, making proportionately that many more linea. Conner thns received for 780 linea aet In the large type, $105. The same list If et In nonpareil type, which the law ays shall be naed, would have made but 024 lines, which, at the maximum law lul charge, would have amounted to but $166. It will thus be eeen at a glance that the court exceeded the lawful limit by $30, and justice to the taxpayers de mands that this latter sum he returned to the county treasury at once. With such an example aa this before them will the clltrens of Douglas county have any Inrther cense to wonder why the conn ty debt ia increasing, why Ihey are called upon to pay over $20,000 more of taxea this year than last, or why the preaeut year's lax levy ia the hlgheat ever known here? II In their deeire to aid a party organ the county board overlooked the provisions ol the statutes published herein, let them say ao and alro prompt ly reimburse the county (or the emonnt LYON's French Periodical Drops rtly wet a hie, perfectly lIKLU UrcatCSt Known icraaic lgiuvujf. ein-ii Iwo wmW.rfelta and ImHatloni. Editor Review: I have do wleb for a diacueaioo with tbe editor of tbe Plain dealer, and certainly not an unfriendly one. ,1 have bad a casual acquaintance with him, and a very pleasant one. .but I like consistency. I think it a jewel, and aee no reason why it abould not ap ply in political diecuEsione aa well aa in all the other affairs of life. In bla issue of March (ltht be condemns In severe lan guage what he calls tbe unscrupulous methods ol diBoasaing anonymously po litical questions. He mentions a num ber of contributions that have appeared in the Review from time to time, and ap pears to question the propriety of such communications. FerbapB be did not realize that he wbb ae indefinite as to the identity of tbe persona he intended to cenBure aa thia correspondent waa as to the authorebip of his communication. But I beg to take issue with him in re gard to tbe impropriety of such commu nications as long as tbey are not per soda I, abusive or slanderous. I have known men high in official station te do so, and tbey no doubt considered it a legitimate privilege in as mnch aa each communication muBt be signed by tbe author in order to have tbem in serted in the paper. So if it appears be fore tbe public anonymously It make a tbe writer no leas responsible to an out raged public or an injured individual than if it was signed by tbe write, pub licly. I have no idea who he meant,1 certainly not mysolf, for two reasons. First, X am not entitled to tbe blub com pliment he paid tbe writer, and second ly, 1 have alwayB contended for a judi cious expenditure of money on our roads and bridges. That I know will amount to thousands of dollars, and I- believe the safety of the lives of our citizens de mand it. My censure of tbe county board has alwaye been for not having spent money in making repairs. I am not an advocate of false economy It la la soaiH respects worse than unnecessary expenditure. But what I object to i tbe inconsist ency ol his pretensions, and would ask him if it is any worse to write auony. mous political articles criticizing parties and cliques, or even a county board, than it is to publish in bU paper a bitter personal attack (purporting falsely to come from one of my neighbors) on my self, and when I, at the earnest solicita tion of a number of republicans who were accused ot having written it, asked for a disclosure of the identity ot tbe writer, it was not given. This article impeached my integrity, accused me of outraging my honeet convictions on the altar of ambition and wbb both reproach ful and humiliating in the extreme. I refer to the attack made on J. M. Robin son in the Plaindealer of Aug. 1, 1901. J. M. Roc INBOX. Elkton, Ore., March 9, 1902. . A Printer Greatly Surprlaefl.
