ARB NOT ENTHUSIASTIC. Hardly a county seat paper in the Stute of Oregon lg very enthusiastic over any propaganda advanced by the citv ot Portland lor the upbuild ing of the state. Neither are they Inclined henceforth to be lead around by the nose and fall desperately for a clever ruse of whatsoever nature that la planned solely aud dressed up In togs that bear the earmarks ot having been "made in Portland." There's a reason for this and mighty eood one. too. It was one of Portland's leading dally newspapers the Journal that took up the cudgel, against the country press at the last general election, and It was also the vote of tlio people of Portland, that caused a law to be invoked, whereby the publication of delinquent 'tax lists were eliminated, the price fixed for the publication of legal - notices, which, if complied with, would put every newspaper owner depending on this source of revenue for support in an upper berth at the poor farm, By taking away the publication of . the tax list Portland' has opened an avenue for every delinquent property owner in the state, outside of Port land, whereby his property, may be legally confiscated without due knowledge. - But the rankest part of the whole Portland Job and against which little, If any, opposition was advanc ed from the other dally publications of that city, is the fact that these two measures on the ballot were di rected solely against the country proas. Neither of thorn were to ap ply to Multnomah county. , Do you get the Idea? Portland -papers go right ahead printing the delinquent tax list and get the same old rate for legal no tices but the country editor can go on yelling his hood off for the big things of alleged state-wide Interest while the money-grabbers at the me tropolis sit Idly by, throw a har poon Into the country hamlet when ever they so desire, and In return givo the rear teat that has been strip ped till It resembles a wart on watermelon. This is the Portland Idea ot reci procity to the- country vtllageB of 'the state of Oregon. And while It has taken the average country editor - about fifty years to get somo of these facts drilled Into his Ivory dome, they have finally reached a resting spot In the gray matter of hu aran- luui, and, after all these years of bo. lug buncoed, he has began to Bee the ray of light and has put on his fight ing armor, pulled his trench helmet down over the rough spots of a badly battered and wrinkled brow, and is ready to go the limit for right and Justice, as It applies to his own pro fession. At the present writing the city of Portland Is offering to the state the "Orogon State Chamber ot Com- - morce", and Is putting out represent atives urging the people to apply - their thoughts In one direction, that of "buying Oregon made products.' Both of these propositions may have their merits they also have tho ear marks ot having boen "made in Portland", and -the country preBS Is throwing no fits to get on the band wagon. . - - Portland has hired, at a healthy salary, a publicity manager for their annual event, the Rose Carnival. He is now busily engaged flooding every . country newspaper office lu the stato with "well edited literature", which the rose ehow boosters expect tho prcBH to handle freo-gratie with i couple of "compB" on the side. Port land expects anything that she asks for from tho country preBS and the country peoplo, generally. She has always had It, and profitod very largely thereby. In the future there 1b going to be an entlroly different attitude. ' The evening News has always stood unalterably for a grea ter state, Portland and Rosoburg. Honceforlh It will stand for all things that directly effects this community Portland seoms husky enough to take care. of herself and Is now endeavor ing, as Bhe has done for many yoars, to milk every hamlet in the stato to a fare-you-woll and, the average tax payer hereafter will think twice be fore "falling" before the throne of the Portland dictators ana gratters. It la nlmoBt pathetlo to watch the change of the advocates ot the lea gue of nations from their bold as sertions that the new constitution was the acme of Demotion to semi- apologetlo - statements that while the Idea la a good one, the present luugungo ot the constitution needs extensive rovlslon and clarification before it will he workable. Even ' Mr. Taft's utterances, since the Sen atorial protest agnlnit the league was subscribed to by thirty-nine of the men who will be called on to pass final Judgment npon It, are til led with admissions ot defocte in the language, and amblgultlos In the meaning of the new constitution. Mr. Taft takes pains to remind the publlo that the "prosent eovonant la merely a report from i. committee ot the conference." "Undoubtedly, says be, "tho covenant needs revi sion. It Is not symmetrically ar ranged. Its meaning has to be dug out and the language la ponderous and In diplomatlo patois." If you can look the world In the eye you are either honest or a good actor.
