PROFITEERING EVIL Government Must Place Heuvy Hand on Monopolistic Extortion Con centration of Wealth Greatest Menace to The Nation. News Advs Bring Results NEW YORK, Dec. 20. Quoting from the president's speech, the New American says: "Recent experience has convinced me that the congress must go further in authorizing the government to set limits to prices. "The law of supply and demand, I am sorry to say, has been replaced by tile law of unrestrained selfish ness. While we have eliminated profiteering in several branches of in dustry it still runs impudently ram pant in others. The farmers, for ex ample, complain, with a great deal of justice, that while the regulation of food prices istricts their incomes. no restraints are placed upon the prices of tlie most of the things they must themselves purcluuse, and slml lar inequalities obtain on all sides." The president is. right. There is no question that extortion is everywhere in evidence. It has ceased to be an occurrence and has become a custom. Unpreceaentedly huge quantities of supplies of all kinds are urgently needed by the gov ernment or by the people. In the face of this increased de mand, the growing scarcity of labor, the inefficiency of the railroad's and other war conditions have made and continue to make supplies scarcer. And nearly every manufacturer and wholesaler and retailor is taking ad vantage of these unusual times and unusual conditions and this unusual scarcity to charge extortionate prices, to make excessive profits, utterly careless of the fact that their un patriotic greed hampers both the successful conduct of the war and the successful development of legiti mate business which must finally sup port and carry on the war. The congress should' clothe the ad ministration with the price-fixing powers which the president requests. And then those powers should be ex ercised by the administration with a great deal more severity and with a great deal more sincerity than has been exhibited by the federal trade board. Government indorsement of exces sively high prices does nothing to satisiy the people or to ease the busi ness situation. What the situation demands is a fixed level of fair prices and moderate profits. . This is no time for any man to be getting unduly rich at the expense of his country and his countrymen. If our young men are required to risk their lives for the country's sake, then, in fairness and in decency, other men must be required to give up excessive profits for the country's sake. It is a scandalous thing to de mand that one citizen shall give all that he has, even to his life, and another be permitted to keep all that he has, and even add to the unjust profits which he extorts from the necessities of his countrymen. So far the government's limited authority to fix prices has not always oeen used with happy effect. The acts of the ridiculous trade commis sion have only tended to discredit such price-fixing powers as the gov ernment has had. As a matter of fact, this trade commission has used its powers, up to the present time, mainly to in uorse andl to approve and legally to sanction the extortionate prices unpatriotic and oppressive trusts, controlling the production of essen tial supplies, have scandalously im posed upon the country. As to the matter of war profiteer ing, the American people are of one mind. They are thoroughly convinc ed that prices are extravagantly and unreasonably high. They are thoroughly convinced that a comparatively small number of men are growing richer and rich er ' by outrageous extortion, while the great mass of the people are patriotically malting sacrifices for the common cause. And they are fully determined that they will put an end to this shameful and scandalous condition of affairs. Any policy-of government that consents to trust extortion is bound to be disastrous to the party in power and to the country. Such a policy may be only temporarily dis trous to the country, it is true, but the country Will see to it that it is permanently disastrous to the party In power. It is impossible for the country to consent to' the rcontinuance of such a policy without imperiling not only its prosperity, but the very existence of those - orderly institu tions of political and social freedom under which the nation has lived its life ever since our fathers gave it being. The lessons and the warnings of history are clear enough. There are four steps which surely lead to a new revolutionary order of) things. The first step Is monopolistic extor tion. The second step is government endosement of monopolistic extor tion. The third step is concentra tiontion of the wealth of the country in the bands of a few extortioaate monopolists. Those of us who bolleve that a people live to their highest advan tage and with the most liberty and the most happiness under the liberal institutions of a free democracy are unwilling' that any of these four several steps toward political and social revolutions should be taken. Scarcely one American in ten Is now anxious to see the revolution ary results of these successive steps, accomplished. But this revolution ary result surely will be accomplish ed unless the democratic government does its democratic duty and pro tects the people from the extortions of monopoly, aggravated to an in tolerable degree, during this period of war and these times of individual patriotic self secrifice. The great majority of the Ameri can people are today willingly and cheerfully giving to the government, in the form of taxes and other sacri fices, a very large . share of their profits, their incomes and their wage earnings. It is Intolevatble that a small minority of the people should grow unduly and dangerously rich, while the rest of us are growing poorer; that any set of men here at home should literally coin, not only the earnings of legitimate business and of labor, but the very llfeblood of our sons and brothers into enormous profits, with which to fill their pri vate pockets. The indignation of the people al ready finds expression everywhere in their individual conversations. It will find a louder and more co-ordinated and a more powerful voice unless the cause'! Is removed, unless the restraining hand of government is suddenly and effectively laid upon the greed of the shameless and mor ally treasonable war profiteers. The congress should instantly ac cede to the president's request. The administration should be clothed with the fullest powers to fix the selling price of every essential ar ticle which the public must buy. The responsibility for a better condition of affairs will then rest squarely upon the shoulders of the administration, and we do not doubt that the president will see to it that the responsibility is met, that the demands of the people are compiled with, and that a sudden end is put to the pernicious and villanious extor tion which a comparative handful of unpatriotic citizens have been impos ng upon the people of the United States. EUGENE, Or., Dec. 21. The war department Is considering placing the next ordnance class at the University of Oregon, on a military basis, ac cording to a letter received by C. C. Jeremiah, instructor of the class. If the change is made, a commis sioned, officer will be put in charge of the Instruction and the students will be enlisted before they enroll in the class instead of waiting until they have completed, the work, as is now the case. . They will also be given uniforms and will received the regulation pay of privates during their course of instruction, instead of paying tuition as has been the case with the last classes. It is also likely they will be housed in 'barracks, tents or other headquarters, as they would be if tak ing the work at a cantonment or fort. The next course is to be enlarged to seventy-five studnets instead of fifty. Instructor Jeremiah now is selecting students for the course, which will start early In January. T STATE There has been more shoplifting at the big stores of the city this winter than ever before, said one merchant yesterday, and steps have been taken to protect the merchants from the petty thieves, says the Eugene Reg ister. Aliready several women have been apprehended with stolen goods and their names turned over to the officers, says this merchant. Arrests will be made whenever.anyone is -detected in the act of stealing anything at the stores or -when stolen goods are found on anyone's person. Besides the Women a number of children have been detected in the act of taking things from the count ers and shelves of tho stores. All of the large stores where the Christmas shopping crowds are num erous have a detective employed to watch for Bhoplifters and It is be lieved that the anoyance will be re duced to a minimum thereby. "The large shopping bags which tho women now carry make it easier! for the shoplifters to ply their-trade than before," said the merchant, "but our detective has special instructions to watch these handbags. If any wo-1 man arouses his suspicion a careful j watch of her movements will be made and If she is caught she will be placed i under arrest."
