Similar leagues have been formed in 12 counties of the state by Mr. Smith. The objects of the league are to get the people In closer touch with their of fleers and to learn more about the tnilng affairs of the county. The meeting will bo held in the Commercial club rooms and any one who is interested Is Invited to attend. Mr. Smith's let ter calling the meeting follows: To the Taxpayers of Douglas County: On Friday, June 18, at eight p. m. there will be a meeting at the Robo burg Commercial club rooms for the purpose of organizing a tax payers' league In Douglas county. As you probably know, I have talc en quite an Interest In this tax work throughout the state and I have al ready organized county tax payers leagues In 12 countloB. ' General Carranza (bearded man at payers' leagues is not based on the theory that our public officials are either Incompotent.or dishonest, but upon the theory that there should be closer co-operation between the peo ple who spend the tax money and the people who pay the tax money. As an example of what I mean, we have at the present time a condition In DouglaB county which may be of interest to you. As you probably know, there has been a splendid piece of road work done in this county south of Canyonvllle. The work was done by contract and Italians were employed. I have gone over the work carefully, and have figured the cost of this work as compared with other work of a similar nature which has been done In the county, and 1 am sure that the work has been done at least 40 per cent cheaper than It would have been done had the work been supervised by the local rord supervisors. This 40 per cent saving Is direct benefit to every tax payer In the county, but nevertheless tho county court Is now being cen sured by a number of the residents of the district which has been bene fited by this new road because the work was not done by local people. Those people who are Injured through efficient public officials op pose efficiency. Those who are bene fitted by the efficiency toke no in terest. A county tax association Is an organization which finds out about thos ethlngB and backs up the efficient officers. Under what is known as the bud get law every tax payer is notlfed of every tax wheh Is to be levied upon him. Take for instance the county taxes; the law provides that before the county court levies its tax it shal' first compile a budget showing In de tail every expenditure which it con templates. This budget Is twice pub lished and a meeting' of the tax pay ers is called for the purpose of dis cussing the budget and making any objections which the taxpayers may have to offer. One of the principal functions of a tax association Is to go over this budgot with the county of ficials and see whether all of the Items contained therein are neces sary. The county officials will wel come a committee appointed by a tax payers' league which will honestly and impartially go into the merits of each proposed expenditure and assist the county officials in determining whether each Item Is necessary. Af ter such conference the tax payers will feel that they are not being asked to pay money for anything which is unnecessary, and the county officials will feel that they have the moral support of every member of the tax payers' league. The same law applies to the raising of municipal taxes. Bchool taxes, road taxeB, and port taxes, and a tax payerB' league Bhould exist in the consideration of the bud gets of such taxing llstrlcts. The 12 county tax payers' leagues which I have formed have shown splendid results, and the co-operation between the tax payers and the public officials which has been secured through them has been a grent bene fit to both. I think you will appre ciate the work which can bo done by a tax payers' league in Douglas coun ty If It Is fair and Impartial, and will not therefore enumerate the many other valuable features of county tax payers' leagues. As I am secretary of the State Tax Payers' League and as I expect to continue my work of terming county tax payers' leagues I personally am extremely anxious that we should have a good one in Douglas county, and I hope that you will make It a point to attend at this initial meet ing.
