"That's fine," Senor Urquldl said after reading the president's pro nouncement to the Mexican leaders. "That Is Just what we expected from President Wilson has suggested. Mr. frank, I might say that we the Villa people have tried, on more than one occasion, to do just what President Wilson lias suggectod. Mr. Carranza, however, Is a very hard headed man. "Everything President Wilson sets forth Is true; all right-thinking men in Mexico know that." The military mastery of Mexico, Senor Urquldl said, would depend much upon a great battle which is now being waged around Leon, northwest of Mexico City. This bat tle between tbe Carranza and Villa troops, he said, bad. been In progress for eight days.
