Plan of Working Prisoners Is Proving Successful In Several States. There are 250 prisoners in the Joliet prison who are to he used on the roads. Arrangements have been made whereby the counties wanting help wilt pny SO cents each for the use of tho men, hut none will be sent to work on leHs than five miles of road. It Is planned to divide the men into five squads of fifty each, so that live com munities may be served at once. The state agrees to furnish the rock for macadam run (Ik provided the counties pay the freight on It from Joliet to the nearest railway point. Texas ha decided to try the use of convict labor on the public roads with out guards or shackles. Coventor Col quitt has made a contract whereby tlfty convicts wore sent to Smith coun ty, in northwest Texas, to work the roads radiating from Lindale In what is known as road district No. 1. which recently Issued $r,.(KH) of bonds. Liberal appropriations to permit the employment of convicts on the high ways of New York state nre recom mended by the state eonmission of prisons in its annual report to the leg islature. More than 400 convicts were so employed at various times during the past summer and fall by order of the superintendent of state prisons with gratifying results, both from the view point of the state and the convicts themselves, the commission states. Following the resolutions adopted by the state automobile association nt Portland, plans are being mapped out whereby Maine will adopt the con vict system of road labor now used In a number of other states.
