MURPHYOUSTED Chief of Tammaiyites Deprived ot Membership in Club. WEN FAILED TO PAY THEIR DUES This Fact Gave the Famous Demo, cratic Club a Chance to Get Itlid of Its Undesirable Members. NEW YORK, Slarch 6. The com-1 Jlete downfall of Tammany Hall as a political factor In Greater New York Is forecast as the result of the dropping-of Charles F. Murphy and several of his district leaders from the roster of the National Democrat ic club, the greatest democratic or ganization in the city. But it was not generally known that the drop ping of Murphy meant Bn actual money loss to the chief, by forfeiting their membership, Murphy and his henchmen lost their equities in the property -of the National democratic club, which is worth considerably more than a million dollars. Non-payment of dues was the os tensible reason why Murphy, Thomas F. Foley, James E. Caffney and about one hundred lesser tammany lights were ousted from the club, but the real reason was that the fol lowers of President Wilson are now in control of the democracy of .'New York. The fight for Murphy's removal as a member of the organl rzatfon was engineered by Edward . O'Dwyer, chief justice of the city court, who is an ardent Wilson ad herent. O'Dwyer is president of the club. Some time ago- he was asked if he and his friends would withdraw from the National Democratic club if they were defeated in their efforts to put the wigwam men out. O'Dwyer replied that he or one would not quit the club, because It would mean financial loss. "It would be very unwise to with draw," O'Dwyer said. "The club house and other property of the or ganization are very valuable, worth more than a million dollars, in fact. Individual members have an equity therein which It would be foolish to sacrifice to enrich opponents." Through the strategy of O'Dwyer and his readiness to force the fight ing, the anti-Murphy men were in duced to drop Murphy and several of his most influential followers and the Wilson men say they have ob tained complete control of the or ganization. "I took this action," O'Dwyer said, "because Murphy and other tammany leaders are detrimental to the inter ests of the party, to good govern ment and to the club." "Will they get back if they pay up?" was asked. "They won't if I have anything to say about it," was the reply. As an extra slap at Tammany Hall, the meeting of the club's governors who ousted Murphy, elected to mem bership Gov. Martin Glynn, known to be with the president, who recent ly Informed Murphy that he was no longer acceptable as leader of the New York state democracy; Dudley Field Malone, the young collector of the port, who despite the Tammany affiliations of his father-in-law, Sen- BOX SOCIAL. The cleavage between Wilson dem ocrats and Murphy democrats has been more sharply defined since the club Incident and close observers be lieve that war to the knife is on, the president being determined to dominate the party in the Empire State. It is predicted that hence forth the rich club-house on Fifth avenue will be the scene ot adminis tration pow-wows and that Tammany men will have to go iback to the Fourteenth street wigwam for their conferences. .Seventeen of the twenty-seven gov ernors who attended the meeting vot ed with O'Dwyer. It was the original plan for the administration men simply to drop Murphy , Caffney, Foley and a few others against whom they had real objections. Tom Smith, however, who led the fight against the ousting ot his chief, spoiled the plan by insisting that all members who were derelict in their dues, should toe dropped. The anti Murphy men were forced to put through a blanket resolution drop ping more than 100 members. The club has a membership of 750 and Its home is one of the costliest and handsomest along Fifth avenue. "It is all right," said O'Dwyer. "We are In control of the organiza tion now and were not hurt by the blanket resolution. We oan rein state such dropped members as we desire to have in and can easily bar Murphy and his friends from rein statement. "We anti-Murphy men have known all along that the members have an individual equity In the club's prop erty, which, with Its wide frontage on Fifth avenue and Fiftyeth street, is worth considerable money. "The Tammany men evidently ov erlooked that feature of the fight, and in their apparent efforts to em barass the club by falling to pay their dues, left themselves open to being dropped." The purpose 'of septic tanks on the farm is to dUpose of house and farm sewage -without contaminating the premises and endangering the health of the owners. A great deal of the sewage that finds its way into the septic tank has more or less solid matter suspended in the liquid. If this matter is left on the surface or in the nearby soils it produces bad odors and disease germs when It de cays. In the septic tank most, but not all, of the solid matter is liqui fied and rendered harmless by the action of the bacteria. "In order to bring about those changes," says Professor T. D. Beck with, of the Oregon Agricultural Col lege, "It Is necessary that the tank be composed of two compartments. One of these must he as nearly air tight as possible and the other well supplied with air. There must be no possibility of air escaping from the second chamber Into the first. Many of our so-called septic tanks in Ore gon have only a partial dividing wall between the chambers 'or only one chamber. Such a tank is nothing more than a cess pool that 1b a seri ous menace to health. There are two sets of baterla whose work is neces sary to decompose the solid matter. The kind that first attacks the solid matter in the sewage cannot live and work in the presence of air; the kind that finishes the work cannot live, without air." The. details by which the foregoing results are achieved are not so com plicated a one would suppose.
