From the president's tulk to callers this morning, It is evident that he believes it will be unnecessary to send a special message to congress on the subject. Wilson thinks thait the eexmption plank might have been nil right at the time it was put Into the platform but holds that the for eign reilaions of the country have so changed since the Baltimore conven tion as to make it undesirable now. Frank Richet was sentenced to a mouth in jail and to pay (4,000 fine.
