Now that Yuan Sliih Kal has been elected for a full five vear term as president of the republic, he and his cabinet ex pect to build up the country uud one of the first problems to call their attention will be the steady decline of the nation's tea trade in recent years, according to an announcement made here today. The department of ngricluturo has begun an investign tion along this line, and some start ling facts In regard to the nation's tea business have been disclosed. In 1888, as far back as accurate government statistics go, the empire of China was the greatest tea pro ducing country in the world. In that year it exported 289,007,000 pounds of tea. But In 1907 the figures had dropped to 200,320,000 pounds. The annual output at present is about what It was in 1907. In sharp con trast to this has been the strong and steady invasion of India and Ceylon into China's monopoly. In 1888, when China shipped from her shores nearly 300,000,000 pounds of tea, India's exports were only 90,000, 000 pounds. In 1907, however, when China's exports had dwindled to 200,320 pounds, India's had risen to 216,611,000 pounds. In other words, In 19 years China tea exports drop ped 30 per cent, while India's rose over 100 per cent. In the same pe riod Ceylon's exports of oolong ex panded from 49,000,000 to 165,000, 000. Java, as well, has taken advan tage of China's failure to hold ber own market. In 1898 the tea exports of this Dutch colony were 14,500,- 000 pounds, whereas in 1907 they were 26.000,000 pounds. Formosa Natal and French Indo-China are also coming up steadily as tea producers. Antiquated methods of production has been an important factor in the decline of the country s tea exporta tlons. The rank and file of native ! tea growers today use the Banie meth-; ods that were thought all right thir ty,, furty and fifty years ago. Never-( theless, the principal cause of inanl- tion of a once flourishing industry ' was ever the cruel iudlference of the, Mnnchu beaurenurrnts. The lowly i lea raiser, the humble tea merchant ! in a few isolated ports, was nothing' to them, and they cared little wheth-j cr the entire tea trade died, and! with it the growers, so long as of-i ficials, high and low, get thoir reg ular "squeeze" from taxes, liking and other palm greasing perquisites. That time has past. Today Peking has alert republican officials on the job. The next step Is to study the modern tea raising methods employed in India, Ceylon and elsewhere, and this will be done as soon as funds are made available. NOTICE TO TOULTltYMKX.
