What this movement means, and where lu It going to take the American people 1h wholly specula tion and only shrewd guesses can be advanced. Yet those wlio are In a position to follow the trend of pub lic affafra and whose knowledge of the leaders of the nation make them well able to reflect with more or less certainty say that the party has been born in blttoru;ss and like all move ments of this Inception must ulti mately fall, In order for a movement to gain influence and respectlblllty It must show some reason for Its existence to those whom It hopes to Interest and have Join with It. In departing from tho party that had repeatedly honor ed him and placed him at the head of this nation, Mr. Itnosovelt made what ho called a "declaration of faith," in which he sought to give public expression to hi) views on various subjects. With the excep tion of simplified spelling a former hobby of tho ex-prcHldont and race suicide, tho Colonel covered about the entire range of human though and gave his version of how the dif ferent phases of life should be dealt with. At this time we want to coll at tention to the leading Dull Moose's view of the recall. We venture to assert that seventy ' flvo per cent of tho people of the state of Oregon are believers lu the recall of judges as a principle. There are those who favor n limitation not on the Idea, but on Uh operation. Hut the big majority are In favor of this cudgel In their hands to act as a BaTcty value on Judges who other wise might abuse their office. The lieoplo of this statu had adopted this recall of Judges several years before Colonel Roosevelt announced his de termination to seek tho presidency for a third term. Tho recall is a . progressive measure brought aboui through tho popular unrest and the growing belief at that time that the Judiciary was corrupt. That the peo ple In this respect wore wrong Is ovldoncod by tho fact that In thin Htato not a judge has been recalled ttlnce tho law has been on the statute hooks, and the further fact that In tho only enso wherein the recall was attempted to he Invoked the Intend-, ed proceeding proved a dead Issue and mot with repudiation even at the hands of Its sponsors. The people do not care as a rule to Invoke the recall; they are contented to know that If they so desiro they have the right to use It. Firm In their faith that the recall was right In principle and founded on a logical basis the adherents and followers of Roose velt have either discarded the recall ovor night or are Inconsistent In .their blind devotion to the creed of their lender. Read what tho ex presldent said In his speech at Chi cago two wecM ngo yesterday in J regard to the recall: "Means should j lio devised for making It oasler than i at present to get rid of an incompe-j tent Judge; means should bo devised! by the bench and the bar acting lu conjunction with the various legisla tive bodies to make justice far more! expeditions and more certain than at present. . . . Hut this Is not the ; matter of most concern nt this mo- j ment. Our prime concern Is that In dealing with the fundamental Inw! of the land. In assuming finally to interpret It, and therefore finally to I make It, the acts of the courts should bo subject to and not above the final; .'control of tho people as a whole.", and then he goes furwanl with his ex pansion of his reasons for tho recall of judicial decisions. Instead of the recall of Judges who are derelict In tholr duty to the public. Roosevelt 1b silent on the recall. He simply' says that some "means should he de vised to make it easier to get rid of en Inoompetent Judge." but he of fer no solution of tho problem nor does he endorse or sanction the re call which has been adopted In many of the states ot the union. He jumps clear over this question and advances' a. fantlBtlcal theory thnt is absurd on Its face and which tho American peo ple an a whole will repudiate If the question la ever put up to them for serious consideration. m What of the Oregon Bull Moose? Does he pro pose to go back to tho recall and, "recall" It uh an obsolete weapon, or will he take the inconsistent position of trying to support Roosevelt and the recall of Judicial decisions and1 at the same time uphold the recall of Judges? Can he take either one of these positions and still be consist ent? There is no middle ground. He must adhere to, or adopt one or the other and In doing so he must place hi in self In a dilemma from which there is no escape. The Dull Mooso local leaders every where are actuated more through selfish and personal motives than through any high desire to carry out the principles Involved lu tho con fession of faith made by Roosevelt, which, stripped of their verbiage, are nothing more than ordinary, everyday principles' of honesty arid decency that every American citizen has adhered to since the day when tie was able to think for himself and be master of his own mind. True It Is that Roosevelt has di gressed In his confessions and has uttered new, untried theories that aj peal in their Imaginative form bet ter and more satisfactory to bis fol lowers than those institutions that they seek to replace. The rank and Hie of the Roosevelt foiloweds are ac tuated In tho 1 1 support of the ex president through tholr high regard for him ns a man and their coneep-, tlon of him as a leader. They differ from the local leaders everywhere In this respect because the latter are seeking that which they could not hope to attain within the councils of either of the two older parties And It Is for this reason that the cause of the Hull Moose party as a local Injec tion into the state and county fights must fall. As a local affair the Dull Mooso organization has gathered no strength and a county ticket placed in the field here Is doomed from the outset to defeat. UOKI; GLASS NOTES. Mr. Alvln Lutman, who Is home for a short visit, will leave In a few days for Southern Oregon. A numher of tho local fruit grow ers are hauling pears to Roscburg to ship to the Producers' Fruit Co. The new houses under construc tion hero are progressing finely. Miss Olllvant's, Mr. Sehrenk's and Mr. Stoke's, are about complete, while those of Mr. Marsh, Mr. Walker and Mr. Morgan are well under way. The ladles aid society will give an ice cream social at Looking (ilass Sat urday night, August 24. Everybody come. X. Mrs. Paul Moore and daughter. Gladys, who have been visiting at tho home of the former's brother, L. M. Van Auken. of Greens, left on the one o'clock train today for tholr home In Minnesota. G. illcks, a local surveyor, went to Eugene this morning where he has business matters needing his atten tion. Gertie Sanders and liertle Tipton arrived home last evening after an extended trip through the Middle West. The young ladles have been away for about two months and their trip was much enjoyed. 11 O.
