J. M. UPTON Independent Candidate for In Coos To the Votert of Douylat, Lane, Henion and Lincoln Countiet: At an earlier period in the present campaign, many citizen! of Cooa County expressed a ilccire that I kIiuiiUI heroine a candidate for the office ct Circuit Judge. 1 deterred conclusion of the matter until a week aifo, when J eijinisscd a willinxnew to offer myoclf as a non-partbiun candidate; de pendent, however, upon an endorsement of such strength und character as would afford assurance to the voters of the other counties comprising this Judicial District that there is substantial local desire for my election. Within lour days Irom the day of :ny declaration over seven hundred electors of al jxJitical faiths had signed my certificate of nomination. Willi this endorsement, I submit my cnndidury to tho voters of Douglas, l.ane, Henton and Lincoln Counties, Assumin;;, as I think I may do, that the interest of these voters in the election of n .K:-o to reside in Coos County is largely incidental, and that, in the absence of persomiJ knowledge nf candidates, onlv political affiliations would serve a majority of them as a guide to their choice for such official, I am hopeful that they may be pleased to give favorable consideration to the non-partisan choice of myself by the people of this, tho most concerned, section, ui mo oisirici. Maralifield, Ori'gon, October 5, lfl:0. Followinfi is a list of ahmtt .ruO Upton's Cera fictile of Komimitwn, as forwarded to the Clerks of the several Countirs for filing. KI.NG, JUDGE OP THIS Kl'I'ltKME COUIIT. Cundldjitr for Itelection, Hix Year Term, Vt hose J'laee Is Sought by George H. (turned, Assi'ijitiJy .Nominee. Four Judges of the Oregon 8u Jrdrne Court, two of them republi cans and two of them democrats and all of them candidates for re-elecilon, believe the supreme bench of the state should be removed from parti san influences. These four are Will R. King, Frank A. Moore, Wood son T. Slater and Thomas A. Mc Brtde. While .In mice Mr-Bride and Moore are nominees of the republi cans and the democrats and Justices King and Slater are the nominees of the democrats, all four of them are nominees of the non-partisan Ju dietary, which seeks to take the su preme court out of politics and has selected these four incumbents, be cause they are already non-partisan, the four best suited to establish the precedent that the Bttpreme court Judges of Oregon shall have no party debtB to pay and no politi cal influences to fight against. Justice Will R. King, whose cut appears above, has been on the su preme bench nearly four years. Some of (he knottiest opinions rendered by the supreme court during that time have been written by htm. His celebrated opinion, for example. In the Irrigation case of Hough vs Por ter Is regarded as authority in Irri gation law and is used as a texU book In big Kastern Law Schools. It required three months to examine the law and the evidence and write this one opinion, and for one unfa miliar with that subject much more h - I si it m 4 WIILL li. KI.V, Judge of the Kuprenie Court. time would have been required. Yet the total number o opinions turned out by htm 1h equal to the number credited to any Oregon judge in many years, the false reports of the Oregon inn to the conrtnry notwith standing. Other opinions of unto by Judge King, which have commanded ttie admiration of the people and the bar nlike, are Straxv vs Harris (54 Or. 44) upholding and clarifying the Initiative and referendum system of law making and Longwoitby vs State (104 Par. 424). sustaining the comuttittioiiHllty of (he local option law. Judge King's place is sought by Genrge H. Burnett, nominee of the republican assembly and consequent ly a believer in political mtHhods as a means of choosing the men who are to have the last say administering the litw. Judges King. Slater. .Moore and McUrlde not only have the work be for n tho supreme court well In hand and the organization or the supreme court well perfected, but be- lieve in these principles: "The supreme court Is the last place that nbotild be used for the purpose of party rewards." "Political influences only Impair the diginty, purity and Independence of the court." "Jury lists are chosen without re gard to party: there is no more rea-. son for Inquiring Into the. politics off a judge than Into n juror's." i The argument for n non-political ' judiciary Is an appeal to patriotism.! There Is no good reason why good j judges should be put oft the bench j on account of politics and other j judues put on the bench In their stead on account of pollitcs. if you be lieve tu non-partlsanshlp in the su preme court you are respectfully in vited to vote for these four present judges.
