and Fire
A's Now Control Folice
Departments.
New Ybk, April 4. The Sun's Lin
eoln, Neb., special says: "The legisla
ture passed over the governor's veto,
yesterday, a bill which places the Omaha
police and fire departments in the
hands of the American Protective Asso
ciation, and which will re Jul t in the dis
cbarge of almost every Roman Catholic
in either department. The administra
tion of the affairs of the police and fire
departments oi Omaha is in the hands
of the board of fire and police com
missioners, of four members. These are
' appointed by the governor.
The legislature passed a measure plac
ing the appointment of these men in the
hand9 of the governor. The two latter
are blattant members of the A. P. A. and
can easily override the governor's wishes
Governor Holcomb, on Monday, vet'
oed the bill and the veto came up for
consideration yesterday afternoon. All
the A. P. A. leaders in the state were on
hand, and money was. displayed con
stantly. The bill passed the house with
two votes to spare and was rushed over
to the senate and passed at 0 :30 p. m.
also, by the majority of two. It is
rumored that Chief Seavey. of the
Omaha police force, who is not a Catho
lie, will resign at once, and a thorough
demoralization of the police force and
fire department is imminent. All the
leading Omaha business men nave de
nounced the new law.

To Survey tne Boundary.
San Francisco, April 4. The United
States steamship Patterson is now being
fitted out here for a trip to Alaska with a
party of surveyors, who will work on the
boundary lines during the summer. The
harbors about Sitka will also be sounded,
and a map made of their findings. The
party will be engaged up north for three
years. A big supply of coal will be taken
on Puget sound, and a steam launch
will be towed along in order to work in
shallow inlets successfully. The sur
veying will be done in Portland inlet,
This is where the boundary line begins,
and much dispute has arisen of late
over this point between the United
States and British America. Both
countries' limits seem to overlap each
other, and it will be the duty of Captain
Morso to solve this problem for the
government.
The Japanese Demands.
St. Petersburg, April 3. A telegram
from a Chinese source says that bad
weather, sickness among the Japanese
troops and the overflow of rivers have
rendered the continuance of war ex
tremely difficult. It is added that this
has produced a favorable effect upon ne
gotiations, but hopes for the speedy con
clusion of peace is weakened by the
Japanese demand for the cession of a
portion of Manchuria, a war indemnity
of 700,000.000 yen, and pending full pay
ment of this indemnity that Peking shall
be occupied by Japanese troops.
Must Not Appoint a Successor.
Topeea, April 3. Judge Har.en.of the
Shawnee county district court, today en
joined Governor Morrill from appointing
a successor to J. C. Butler, steward of
the Topeka insane asylum, who was re
cently suspended, pending an investiga
tion. Judge Hazen held that the stew
ard had certain vested rights with which
the governor could not interfere. Butler
was appointed by the state board of
charities.
Mrs. Lease Was Ignored.
Topeka, April 4. In the reorganiza
tion of the state board of charities today
Mrs.' Lease was entirely ignored by the
majority of the members present. Sena
tor Householder being under investiga
tion and under suspension, left the re
publicans in the majority, and the man
whom Mrs. Lease claims was wrongfully
trying to get her seat on the board was
made the permanent "secretary, thereby
throwing her out. She threatens to re
taliate. The Shortage Increased.
New York, April 2. A special from
Carson, Nev., says: "Inspector of
United States Mints Mason yesterday
announced the discovery of a melt of a
bar of bullion which was registered as
gold, but which, in fact, contained no
gold whatever. A detective from San
Francisco told a friend yesterday morn
ing that the shortage was much larger
than has ever been published.
