Among the 38 measures, which
appear on the official ballot to be
voted on by the electorate of Ore
gon at the coming election on
November 5, will be the Majority
Rule Amendment. This is an
amendment to the Constitution of
the State of Oregon so as to re
quire a majority of all electors
voting at any election to adopt
constitutional amendment and
Do you know that we do not
now have Majority Rule in the
State of Oregon?
No doubt you think we have.
The present form of the Initia
tive and Referendum does not pro
vide Majority Rule.
Laws effecting all the voters of
the state were passed by one-
third of the voters at the last elec
Do you know that laws can be
passed by less than one-third of
the voters at any election?
The Majority Rule Amendment
will make it so that less than one-
half of the voters cannot pass
Our opponents argue that this
is Minority Rule, because if 49 per
cent of the voters vote for a bill,
£6 per cent vote against a bill and
25 per cent do not vote at all on
a certain bill, they say it is the
25 per cent non-voting electors
that do the legislating, thereby de
feating the will of the majority.
Now, there are 100 per cent in
the .total number of votes east at
any election and laws cannot be
passed without effecting the whole
100 per cent., and a majority is
more than one-half of that num
Our opponents refuse to recog
nize the total of 100 per cent, or
all the voters, at an election, who
are affected and must pay the cost
of passing and maintaining all
But, you, Mr. Voter, can readily
see that less than the majority of
the total number of votes cast at
an election is a minority and the
25 per cent of non-voters who do
not vote on a certain measure, did
not do the legislating, and did not
defeat the will of the majority, for
the majority had not expressed
a desire for the measure.
We say: We now have Majority
Rule in Oregon, because less than
one-half of the total number of
votes cast at an election can pass
Defeating the will of less than
the majority is not legislating.
Our opponents further state this
amendment will array the slums,
the ignorance, the careless and in
different, voter against the intelli
gent voters of the State.
Well, now, have you, Mr. Voter,
read all of the “ voters’ book?”
If so, you are to be congratulated
—you are one of the very few. If
not, how intelligent is your vote
on the other initiative and refer
endum measures not considered by
you? Isn’t your intelligence ar
rayed against those who have read
ALL of the measures?

All voters in the State of Ore
gon, our opponents as well as our
friends, say the Initiative needs
No one has suggested a remedy.
The Majority Rule Amendment is
the remedy. The Majority Rule
Bill is a fair and just measure.
Gov. Woodrow Wilson speaks
of the initiative and referendum
as the “ gun behind the door.”
Let us keep the gun loaded.
We appeal to your best judg
ment and know you will not over
look this very important measure

Why the Majority Rule Bill Should Pass.
Because it puts the government in the hands of a
M AJORITY of the voters.
W e have not the rule of the majority in Oregon
now under the initiative and referendum law.
Every legislative body in the world requires an
absolute majority of its members to pass a law.
In both houses of Congress a bill is defeated unless
it receives an absolute majority of the members thereof.
In the Legislature of Oregon a bill must receive
an absolute majority of the members of both the
House and the Senate before it can become a law.
In the City Council of Portland there are 1 5 mem
bers and an ordinance must get 8 affirmative votes, or
a majority of the full membership of the Council, be
fore it can become a law.
There are five members of the Portland School
Board, and before any action of this Board can become
legal, it must have the affirmative votes of three of the *

ballot box. A bill may become a law in Oregon with
much fewer than 30 percent of the voters voting for it.
