Crowds Coming In. Already the city is filling up with the crowds. Two persons may be seen on the streets today to the one o f last week. The railroad companies give reports of doubled, and even trebled, service toward the Rose Festival city, commencing way over in some of the Eastern States. Those who have attended Rase Festivals since the first one was given say that never before was the city decorated so elaborately and beautifully.
