THE TIMES NEWS FROM OUR NATIONAL CAPITAL JULIA C. LATHR0P Committee Reports Favorably on Lodge Substitute For House Sugar Bill. R000SEVELT DEFEATS TAFT 3 TO 1 IN OHIO REV. C. V. T. RICHESON Colonel Gets 32 of 42 Dele gates: Harmon's Victory Even More Sweeping. Washington.—The senate finance Committee authorized a favorable re port on the Lodge substitute for the house free sugar bill, and an unfavor able report on the so-called house ex cise income tax bill, which proposed a tax on Incomes in excess of $5000 a year. The Lodge sugar bill would eliminate the differential and Dutch standard from the tariff and leave the duties otherwise practically as at pres ent. Senator Simmons offered a substi tute sugar bill, prepared by the demo cratic members of the committee. It proposed a reduction of existing duties by about one-third, but was voted down by a strict party vote of six to eight. Both bills would reserve the 20 per cent discount to Cuba. There was no time suggested by the committee for a vote in the senate on any of the tariff bills, nor any renewed effort toward effecting adjournment of congress before the national party conventions In June. Columbus, Ohio.—Nearly complete returns from Ohio's presidential pri mary indicate that Colonel Roosevelt won 32 of 42 delegates to the republi can national convention, selected In 21 congressional districts, and that Pres Ident Taft was given ten district del egates, or slightly less than a third of the total number named. On the democratic ticket. Governor Harmon is believed to have won by a larger percentage than did Colonel Roosevelt, being credited with 35 dis trict delegates, as against seven for Governor Woodrow Wilson of New Jer sey.
