THE UNITED AMERICAN Page Four February, 1926 BY-LAWS of the Department of Adult Education of the National Education Association of the United States ARTICLE I. Objects. The objects of the Department of Adult Education Shall be: I. To promote the establishment of classes and schools wherein all people above the compulsory school age may learn to speak, read and write the English language and prepare to become intelligent, loyal and law-abiding citizens of the United States. II. To promote such attitudes and activities through the medium of the public school and other agencies as will most expeditiously and most thoroughly instruct all adults in the fundamentals of education, such as the reading, writ ing and speaking of English, geography, history and civics and bring about unity of feeling and ideals among all the people of the United States, both native and foreign born. III. To work for the adequate training of teachers, supervisers and directors to carry on this work. IV. To urge the appointment of state directors of adult education in all states. V. To facilitate every cooperation between the various states and the federal government, whereby the State Depart ments of -Education and the departments of the federal govern ment which deal particularly with the education and naturali zation of adults,. may each understand their respective func tions and work in harmony and to one purpose. VI. To encourage adequate financial support and effective direction, supervision, and instruction in this field in all states in which the need exists. ARTICLE II. Members. Section I. Active members of the National Education Association who are engaged for full time or part time in the work of teaching, supervising, or administering adult education of students above the compulsory day school age in the use of the English language, in American history and government, or in preparation for naturalization, and all persons who are engaged in preparing persons to do this work, are entitled to become active members of the Depart ment of Adult Education upon the payment of the annual fee of one dollar. Everyone who is interested in the educa tion of the native or foreign born adult in the reading, writ ing and speaking of English, geography, history and civics, will be welcomed to all meetings of the department, but only active members may participate in the business of the department. Section II. Members of the Department of Adult Edu cation shall be entitled to receive a free copy of the proceed ings when issued and will be entitled to such other considera tion as may be decided upon by the Department. ARTICLE III. Officers. . Section I. The officer^ of the Department of Adult Education „shall consist of a President, a Vice-President, a Secretary, and a Treasurer. They shall be elected annually at the last formal session of the Department to serve for one year, or until their successors are duly elected. No one shall be eligible to any office in the Department who is not an active member of the National Education Association, and no person shall hold the same office in the Department for more than two years in succession. These four officers shall constitute the Executive Committee. Section II. In case of thé resignation or death of the President of the Department, the office shall be filled by the Vice-President. Any other vacancy in the Department shall be filled by appointment by the President of the Department. Section III. The Treasurer shall, on the first of each month, send to the Secretary of the National Education Associa tion the amount received for dues during the preceding month. This is to be credited to the Department of Adult Education and added to the amount allowed the Department by the National Education Association for expenses. This money can be expended only for the Department of Adult Education and under its - direction. Section _ IV. The Executive Committee shall hold a meet ing immediately following the last session of the annual meet-, i'ng of the Department. ARTICLE IV. Election of Officers. Section I. A committee on nominations shall be appointed by the President of the Department and notified in writing of their appointment to such committee at least three months prior to the date of the meeting at which their report is to be submitted. Section II. The Committee on Nominations shall consist of seven members of the Department who shall represent both the native and foreign born problem. At least three members shall reside east and three west of the Mississippi River and no two shall reside in. the same state. Section III. The Committee on Nominations shall report at the annual meeting in which they shall present to the Convention the name of at least one person for election to each of the four following offices: President, Vice-President, Secretary, and Treasurer. Additional nominations may be made from the floor. Section IV. The election shall be by individual written ballot or by one ballot cast by the Secretary, as the members present shall decide. ARTICLE V. Meetings and Sessions. Section I. The annual meeting of the Department shall be held at the same time and place as the annual meeting of the National Education Association. However, if not otherwise instructed at the annual meeting, the President may also arrange a meeting in connection with the Department of Superintendence if he thinks it advisable. Section II. Two regular sessions with formal programs shall be held at the annual meeting. Section III. In addition, an informal conference of State directors of adult education shall be held at the time of the annual convention, and the President of the Department is expected to make every effort to have a representative from every state in attendance at this conference. If a state does not have a state director of adult education, the President of the Department may invite some other public school official to attend from that State. Section IV. At the annual convention, and at the mid winter meeting if held, dinner discussions and exhibits may be arranged for, if the President of the Department thinks it advisable. Section V. No paper, lecture, nor address shall be read before the Department in the absence of the author, without the unanimous approval of the members present. ARTICLE VI. Program. The program of the Department shall be prepared by the President after consultation with the President of the National Education Association, and shall be arranged to conform with his ideas. The President of the Department shall also confer with the other officers of the Department. ARTICLE VII. Committees. Section I. A Committee on Nominations shall be appointed as provided for in Article IV of these by-laws. Section II. An Auditing Committee, to consist of three members of the Department, shall be appointed by the Depart ment at the first session of the annual meeting, all nomina tions being made from the floor. No member of the Executive Committee shall be eligible for membership on the auditing Committee. The Auditing Committee shall audit the books of the Treasurer and shall make a report to the Department. Section III. A Committee on Resolutions to consist of three members of the Department shall be appointed by the President at the first session of the annual meeting, and except by unanimous consent, all resolutions shall be referred to said committee without discussion. This committee shall receive and consider all resolutions proposed by active members, or referred to it by the President. Immediately at the close of the first session, the Committee on Resolutions shall hold a meeting at a place to be announced by the Presi dent, for the purpose of receiving proposed resolutions and hearing those who may wish to advocate them. All resolu tions shall be presented in written form. Section IV. The President of the Department shall appoint all committees except when otherwise provided for by the by-laws or otherwise ordered by the Department. Section V. No committee shall be continued beyond the time of the meeting at which it was to report unless so ordered by the Department. ARTICLE VIII. Amendments. These by-laws may be amended at any annual meeting by a two-thirds vote of those present and voting, provided a written notice of the proposed amendment or amendments has been presented to the members of the Department two weeks before such action is taken.
