Another drastic ruling provided by the bill makes
it impossible for any alien who is deported to re-enter
the country legally.
This means that Canadians — many of whom are
not Canadians by birth, but aliens in Canada from
other countries — who are here unlawfully, will find
it wise to return to Canada of their own volition,
accursed peddlers and dealers, entrance into American
homes of good repute, where the irresponsibility pro­
duced through the effect of narcotics becomes
the greatest contributing factor ever known for
immorality and destruction of character.
Liquor violations, running from distilling and
peddling of poisonous moonshine to smuggling and
distribution of liquor from foreign countries, have been
the chief occupation of an army of aliens who have
no fear of the law. Fines are gladly paid and sen­
tences are of little avail. When the sentence has been
served the punished alien goes right back to his old
trade more precautious and more wary of the law-
