Wednesday, November 1, 2017 The Nugget Newspaper, Sisters, Oregon C O M M U N I T 3 Y Sheriff’s office: jump in mental health calls By Sue Stafford Correspondent Captain Paul Garrison presented to Sisters City Council at last week’s meet- ing a report of activity sta- tistics for Sisters by the Deschutes County Sheriff’s Office, with the figures for all of 2016 and year-to-date for 2017. The report was made in response to a request from the City Council last month and will continue to be part of the monthly report. The statistics reflect calls for service in Sisters that may or not have resulted in arrests or citations. Garrison’s sta- tistics showed a marked increase in two areas. Calls regarding situations involv- ing mentally ill citizens have more than doubled in 2017, with several months left in the year. For all of 2016, there were 16 calls and YTD for 2017 is 40 calls. Garrison reported there has been “a huge jump across all of Deschutes County.” Because there is no suf- ficient infrastructure for See SHERIFF CALLS on page 23 Ski Inn clean-up coming By Sue Stafford Correspondent Members of the Sisters City Council acting as the Urban Renewal Agency, by a vote of 2-3, declined a request for a URA grant for demolition of the old Ski Inn building located at 310 E. Cascade Ave. Since the building was severely damaged by a large tree falling on it, it has been sitting empty and for sale for several years. It has been the topic of much discussion by those who wanted to see removal of the “eyesore” from one of the most promi- nent corners in Sisters. Two years ago, in an effort to “dress it up” for the annual Sisters Outdoor Quilt Show, several local artists wrapped it in denim jeans and added the humorous touch of feet wearing cowboy boots stick- ing out of the kitchen fan vent. Time and weather have faded the denim and the building has drawn more local ire. This year, the property was purchased by Pacwest Builders of Bend with the intention of doing a build-to- lease project, possibly a res- taurant, that could incorpo- rate the onsite walk-in cooler and vent. Enhanced Sisters training site in use The Sisters-Camp Sherman RFPD has recently made upgrades to its Locust Street training site in Sisters allowing firefighters a safe place to train. The property, located on South Locust Street near the City of Sisters sewer treatment plant, is approximately four acres and was acquired in 2013 through an intergovernmental agree- ment with the City of Sisters. As part of the long-range site plan filed with the City, the District has completed several improvements. The property was cleaned up and dead trees removed, new screening trees were planted, a shielding berm was installed, and most recently one of the four acres was paved with asphalt. For years, fire district per- sonnel have trained either in the back lot of the fire station or in outlying areas of the city such as the industrial park or Pine Meadow Ranch area. However, those areas have become increasingly difficult to use because of increased development and traffic. Fire Chief Roger Johnson said, “It’s important for us to have a training location that is close to town and safe for firefighters and the public. This site fulfills both requirements.” Firefighters participating in training exercises must maintain their availability to respond to actual emergencies at any time. The Locust Street site is close to town and will provide for rapid response to 911 calls when emergen- cies occur. The location of the training site also allows for mutual-aid agencies such as Black Butte Ranch Fire District and Cloverdale Fire District to participate in multi-agency training. Training props designed to simulate a building’s roof and floor system are located at the site, which allows firefight- ers to practice cutting holes in roofs and floors. Future plans for the site include adding a small structure to conduct live-fire training exercises and adding a fire hydrant to the property. Having the abil- ity to train with live fire in a controlled environment is critical for firefighters. In the past, homes were often donated to the fire department for training. With rising property values many of the homes that were once donated are now being remodeled. The training site will also be used to conduct driver training and automobile extri- cation courses.
