22 Wednesday, June 15, 2016 The Nugget Newspaper, Sisters, Oregon feds: former uS attorney OSU Press publishes “Ricky’s Atlas” for oregon lied about affair By Stephen dubois Associated Press PORTLAND (AP) — Former U.S. Attorney for Oregon Amanda Marshall violated sexual harassment laws while having an affair with a subordinate and lied about the relationship when confronted, federal authori- ties said Tuesday. The Office of the Inspector General released the findings in a brief investigative sum- mary that did not identify Marshall by name. A govern- ment official speaking on the condition of anonymity con- firmed it’s about Marshall. The inspector general said Marshall won’t face criminal prosecution, but the findings will be forwarded to the Office of Professional Responsibility. That office will decide whether her con- duct warrants referral to appropriate bar authorities. Attorney Charese Rohny, who represented Marshall at the time of her resig- nation, said she would speak with Marshall about whether to comment on the investigation. Marshall cited health problems stemming from post-traumatic stress disorder when she resigned last year amid rumors she had an inap- propriate relationship with an assistant U.S. attorney and harassed him with unwanted text messages when the affair ended. The inspector general found that the “intimate per- sonal relationship” lasted for more than a year and the U.S. attorney continued to participate in work-related matters involving the subor- dinate. Investigators deter- mined that the relationship, and the “multiple harassing communications,” violated YOUR FIRST LINE OF DEFENSE is Defensible Space! sexual harassment laws and regulations. The summary said Marshall lied about the nature of the relationship when con- fronted, violated instructions not to have contact with the assistant U.S. attorney and tried to impede the investi- gation by telling the subor- dinate that he was the sub- ject of the probe and should not speak with the inspector general. John Lavinsky, coun- sel to the inspector general, declined to discuss specifics of the case and identified the Privacy Act as the reason for shielding the U.S. attorney’s name. An Obama appointee, Marshall was confirmed by the U.S. Senate in September 2011 and began her work as U.S. attorney that October. She was replaced by Billy J. Williams in 2015. In 2013, the press pub- lished “Ellie’s Log: Exploring the Forest Where the Great Tree Fell,” the story of two children exploring an old- growth forest in the Oregon Cascades. Written by Judith Li, and illustrated by M.L.
