Aldermen Rigdon and Minton had clash last ovoning, when Minton intro duced a drunkard resolution, at th same time stating thnt he was opposed to such resolutions, but responded to an appeal of a friend of 20 years. Thi statoment peeved Rigdon, who insisted that other councilmen had been ap proached in the same way, and he did not sea why it should bo necessary to personally appeal to Minton to got his vote. A resolution was adopted at the city council mcoting last evening to have the street committee and Councilman Turner have a conference with the street railway company and niako an arrangomcnt to have tracks relaid tho middlo or close to one sido in the vicinity of the fair grounds. Representatives of 12 banks in Ma rion, Polk, Benton, Linn, and Lincoln counties, will gnther in Salem on April I!) for tho perfecting of an organiza tion of the banking limiso of this part of tho stato. The five counties coin prise group 2 of the Oregon banking system as arranged into districts by tho State Bankers' association in conven tion last June. Allen, statutory charge. Although tho Willamette river was on a standstill yestorday afternoon and river men at this point predicted that it was on tho verge of roceding, the woter took an upward course iu the night and now is eighteen feet two nches.
